
Odisha CM Mohan Charan Majhi chairs the 46th High-Level Clearance Authority (HLCA) meeting at Lok Seva Bhavan
BHUBANESWAR: Odisha has approved 27 major investment projects involving a cumulative investment of ₹2,47,115.70 crore across 15 districts at the 46th meeting of the High-Level Clearance Authority (HLCA), chaired by Chief Minister Mohan Charan Majhi at Lok Seva Bhavan.
The approved projects have an employment potential of 50,162 jobs and span a diverse range of sectors, including data centres and artificial intelligence, IT and IT-enabled services, power and renewable energy, steel and downstream industries, semiconductors, lab-grown diamonds, green hydrogen, healthcare, chemicals, textiles, shipbuilding and advanced manufacturing.
The approvals mark a significant expansion and diversification of Odisha’s investment pipeline, with digital infrastructure and other new-age industries emerging alongside the State’s traditional industrial strengths.
A key feature of the 46th HLCA approvals is the unprecedented scale of investment proposed in IT, ITES and data centres. Four projects in this segment account for a combined investment of approximately ₹1,42,941 crore.
High Density Data Centre Limited will establish an integrated data centre in Khordha with an investment of ₹1,04,550 crore and an employment potential of 1,000. HCL Technologies Limited will establish an AI-optimised data centre in Khordha with an investment of ₹14,257 crore, with potential employment generation of 385.
In Puri, Sentraforge AI Ltd will establish an AI data centre and Global Capability Centre with an investment of ₹22,634 crore and an employment potential of 2,320. RKD Construction Private Limited will establish a data centre facility in Cuttack with an investment of ₹1,500 crore and potential employment generation of 220.
The projects are expected to strengthen Odisha’s emerging digital infrastructure ecosystem and enhance its position as a destination for data centres, artificial intelligence, Global Capability Centres and technology-enabled services.
The power and renewable energy sector has emerged as another major investment segment, with four projects involving a combined investment of ₹54,287.70 crore and potential employment generation of 5,300.
NLC India Limited will establish a 3,200 MW thermal power plant in Deogarh with an investment of ₹34,763.51 crore and an employment potential of 4,100. The company will also establish a 1,080 MW thermal power plant in Angul with an investment of ₹11,604.19 crore and potential employment generation of 1,000.
Two pumped-storage hydro power projects have also been approved. BEKEM Infra Projects Private Limited will establish a 600 MW pumped-storage hydro power plant in Rayagada with an investment of ₹4,020 crore, while Sri Avantika Contractor (I) Limited will establish a 750 MW pumped-storage hydro power plant in Koraput with an investment of ₹3,900 crore. These projects are expected to strengthen Odisha’s power infrastructure and support the State’s long-term energy requirements and industrial growth.
The steel and steel downstream sector will receive ₹14,000 crore through two major projects in Sundargarh, with a combined employment potential of 17,000. Rungta Mines Ltd will expand its integrated steel plant with an investment of ₹9,000 crore and potential employment generation of 12,000.
Shakambhari Ispat & Power Limited will establish an integrated steel plant along with a cement plant and captive power plant, involving an investment of ₹5,000 crore and potential employment generation of 5,000.
The projects are expected to expand steel production and downstream manufacturing capabilities while supporting greater value addition within the State.
Odisha’s emerging lab-grown diamond and gemstone industry has also received a significant boost, with five approved projects involving a combined investment of ₹10,680 crore and potential employment generation of 8,850.
Dholakia Lab Grown Diamond Private Limited will establish a manufacturing unit in Khordha with an investment of ₹4,500 crore and potential employment generation of 3,750. Greenlab Diamonds LLP will invest ₹2,500 crore in Khordha, with potential employment generation of 3,000, while Neorganic Diamonds Private Limited will establish a manufacturing unit in Ganjam with an investment of ₹1,600 crore and potential employment generation of 1,000.
Nouveau Diamonds LLP and Supreme Green Diamonds Private Limited will establish additional manufacturing units in Khordha with investments of ₹1,080 crore and ₹1,000 crore, respectively.
SICSEM Pvt Ltd will establish a manufacturing facility for silicon carbide wafers and gallium nitride in Khordha, involving an investment of ₹2,078 crore and potential employment generation of 1,200. Aare Solar Pvt Ltd will establish a 10 GWh advanced LFP Battery Energy Storage System (BESS) assembly plant in Nuapada in two phases, with an investment of ₹1,050 crore and potential employment generation of 1,400.
Larsen and Toubro Limited will establish a green energy equipment manufacturing unit in Ganjam with an investment of ₹5,000 crore and potential employment generation of 700. These projects are expected to strengthen Odisha’s capabilities in semiconductor materials, energy storage and green-energy technologies.
Jiribam Solar Power Private Limited will establish a facility in Kendrapara for manufacturing green hydrogen, green ammonia, green methanol and electro-sustainable aviation fuel (e-SAF). The project involves an investment of ₹3,000 crore and has an employment potential of 1,000. It is expected to strengthen Odisha’s clean-energy value chain and contribute to the development of emerging green-fuel manufacturing capabilities.
Larsen and Toubro Limited will establish an Integrated Advanced Fabrication and Manufacturing Complex in Ganjam with an investment of ₹2,100 crore and potential employment generation of 1,000. The company will also establish a shipbuilding and ship-repair complex in Ganjam with an investment of ₹1,000 crore and potential employment generation of 700. The projects are expected to expand Odisha’s footprint in advanced engineering, capital goods and maritime manufacturing.
Adani Foundation will establish a 1,000-bed multi-super-speciality hospital in Khordha with an investment of ₹2,150 crore. The project has an employment potential of 1,700 and is expected to strengthen the State’s healthcare infrastructure.
Tata Steel Limited will establish a 7 MTPA iron ore grinding unit along with a slurry pipeline in Jajpur with an investment of ₹3,329 crore. The project has the potential to generate 287 jobs and is expected to strengthen the mineral-to-metal value chain and logistics infrastructure supporting the Kalinganagar industrial region.
The latest approvals also include investments in chemicals, textiles and automobile-related manufacturing, further diversifying Odisha’s industrial base. Grasim Industries Limited will establish a basic chemical products manufacturing plant in Ganjam with an investment of ₹1,425 crore and potential employment generation of 1,600.
Talcher Gasifier and Chemicals LLP will establish a chemical manufacturing facility in Dhenkanal with an investment of ₹1,750 crore and potential employment generation of 1,300.
In Kalahandi, Leaomax Textile Private Limited will establish a composite textile mill with an investment of ₹1,200 crore and potential employment generation of 2,700. Chiripal Poly Films Limited will establish an OHT tyre manufacturing unit in Bhadrak with an investment of ₹1,125 crore and potential employment generation of 1,500.
The 27 approved projects will come up across Angul, Bhadrak, Cuttack, Deogarh, Dhenkanal, Ganjam, Jajpur, Kalahandi, Kendrapara, Khordha, Koraput, Nuapada, Puri, Rayagada and Sundargarh. The geographical spread of the projects reflects the State Government’s focus on expanding industrial opportunities beyond conventional industrial clusters and promoting balanced regional industrial development.
Chief Minister Mohan Charan Majhi said the scale and diversity of investments approved at the 46th HLCA reflected growing investor confidence in Odisha and the transformation taking place in the State’s industrial landscape. “From data centres, artificial intelligence and semiconductors to green energy, advanced manufacturing, steel, healthcare and emerging industries, Odisha is creating new engines of growth while strengthening its traditional industrial base,” the Chief Minister said.

He said the State’s focus was not only on attracting investment but also on creating quality employment, developing future-ready infrastructure and ensuring that the benefits of industrialisation reached different regions of Odisha.

The latest approvals underline a shift in the composition of Odisha’s investment pipeline, with digital infrastructure, artificial intelligence, semiconductor manufacturing, energy storage, green hydrogen and advanced manufacturing emerging alongside the State’s established strengths in steel, power and industrial manufacturing.
The projects are expected to expand production capacity, strengthen industrial value chains, create employment and deepen Odisha’s integration with emerging national and global industrial opportunities.
The approvals also form part of the State’s broader investment-facilitation framework, with the HLCA serving as the high-level clearance mechanism for major investment proposals.
Aligned with the national vision of ‘Viksit Bharat by 2047’ and Odisha’s goal of ‘Samruddha Odisha by 2036’, the State Government has reiterated its focus on building a diversified, technology-driven and employment-oriented industrial ecosystem under the spirit of Team Odisha.
