BHUBANESWAR: Government service is not merely a means of employment or financial security but a solemn opportunity to discharge one’s responsibility towards the State and society, Chief Minister Mohan Charan Majhi said on Saturday.
Addressing the 17th State-level Recruitment Fair at the OUAT Agricultural Education Sadan in Bhubaneswar, the Chief Minister handed over appointment letters to 1,101 newly recruited officers from different departments. He said the efficiency, dedication and sense of duty of the newly appointed officers would form an important foundation for building a prosperous Odisha by 2036 and contributing to the vision of a developed India by 2047.
46,575 government appointments in 17 recruitment fairs
Chief Minister Majhi said that within two years and three months of the formation of the State government, 17 recruitment fairs had been organised and 46,575 young men and women had already been appointed to government service.
He said the State Government remained committed to empowering the youth and fulfilling their aspirations through transparent and efficient governance. The newly appointed officers, he added, would have an important responsibility in translating the government’s development objectives into effective public service.
The recruitment fair saw appointments across health, administrative, revenue, finance, taxation and cooperative services. The Health and Family Welfare Department received 814 Medical Officers and 92 Assistant Professors. Besides, 30 officers were appointed to the Odisha Administrative Service (OAS), 42 to the Odisha Revenue Service (ORS), 46 to the Odisha Finance Service (OFS), 60 to the Odisha Tax and Accounts Service (OTAS), and 17 officers to the Odisha Cooperative Service (OCS & OCAS).
CM’s five-point mantra for new officers
The Chief Minister gave a ‘five-point’ mantra to the newly appointed officers, urging them to make public service the central principle of their careers and administration. Emphasising the principle that “Jan Seva Hi Madhav Seva”, Majhi said officers should not consider themselves rulers but public servants. He called upon them to work with a sense of responsibility and remain accessible to ordinary citizens.
He warned the new officers against corruption, describing it as “poison” for one’s career. He said the State Government’s policy of zero tolerance towards corruption would continue and that the Vigilance Department had been given full freedom to take action in such cases.
The Chief Minister also stressed the importance of maintaining the dignity of public office. Quoting the principle, “Great power comes with great responsibilities,” he asked the officers to understand the responsibilities that accompany their positions.
He further directed them to give the highest priority to ‘Jan Sunani’ (public hearings) and ensure speedy resolution of people’s grievances. Maintaining the transparent image of the government at the grassroots level, he said, should remain an important responsibility of every public servant.
Doctors asked to treat people as their own family
Highlighting the importance of the health sector, Majhi advised the newly appointed doctors to consider the people of Odisha as their own family and provide healthcare services with commitment. He said that the appointment of 814 Medical Officers and 92 Assistant Professors would strengthen healthcare delivery, particularly in rural, remote and tribal-dominated areas. The new appointments, he said, would help address shortages of medical personnel and improve access to quality healthcare.
Revenue, finance and cooperative sectors
Speaking about the role of the revenue and finance departments, the Chief Minister said OAS and ORS officers function as the backbone of the administrative system. He said that the effective functioning of OFS and OTAS officers in areas such as accurate revenue assessment, GST and VAT collection and financial discipline would contribute to strengthening the State’s economy.
Majhi also called upon newly appointed cooperative officers to work towards realising Prime Minister Narendra Modi’s vision of ‘Sahakar Se Samriddhi’. The cooperative sector, he said, should not remain restricted to providing loans. It should be transformed into a multi-dimensional institutional mechanism by bringing farmers, women and rural entrepreneurs into its fold.
CM praises youth for hard work
The Chief Minister congratulated the newly appointed officers for succeeding in a highly competitive recruitment process. He said government employment opportunities account for only a limited share of the overall employment sector in the State.
He appreciated the young candidates for achieving success through hard work, parental support and perseverance. He described their selection as a significant achievement and reminded them that entering government service marked the beginning of a new responsibility rather than the end of their struggle.
Deputy CM Kanak Vardhan Singh Deo calls for role models
Deputy Chief Minister Kanak Vardhan Singh Deo urged the newly appointed officers to become role models in their respective departments.

He said young officers were entering public administration with new ideas and a positive outlook. Their conduct, integrity, commitment and high ethical standards, he said, would contribute to enhancing the reputation of their respective departments. He called upon them to ensure effective implementation of government schemes at the grassroots level and create examples of good governance through their work.
Deputy CM Pravati Parida: Appointment letter is recognition of hard work
Deputy Chief Minister Pravati Parida said the appointment letters handed over to the young officers were not merely government certificates but recognition of years of hard work. She said that the youth had achieved success through dedication, concentration and the sacrifices made by their families. After entering government service, she urged them to honour that hard work by dedicating themselves to serving the people.
Suresh Pujari: Real test begins with service
Revenue and Disaster Management Minister Suresh Pujari told the newly appointed officers that they should not consider their education and examinations to be over.
He said the examinations based on books had ended, but the real test in the field of work had now begun. According to him, securing a government job should not be regarded as the ultimate objective. The larger goal should be service to the nation and humanity, while employment should be treated as a means to fulfil that responsibility. He urged the officers to perform such duties that would leave a positive and lasting impact on society.
Health Minister welcomes New Medical Officers and Professors
Health and Family Welfare Minister Dr Mukesh Mahaling welcomed the newly appointed doctors and administrative officers and said the induction of competent and committed personnel would make the State Health Department stronger, more efficient and more effective.
He said the appointment of 814 Medical Officers and 92 Assistant Professors would help reduce the shortage of doctors in rural, remote and tribal areas and facilitate the delivery of quality healthcare to citizens.
The new appointments, he said, would strengthen Odisha’s healthcare infrastructure and contribute to the vision of building a healthier Odisha.
Mental health guidelines released
On the occasion, the Chief Minister unveiled age-specific ‘Mental Health Guidelines’ prepared for different stages ranging from pre-primary children to young people. According to the government, the initiative is the first of its kind in the country, with Odisha preparing age-based mental health guidance through the joint efforts of the Education, Health, Women and Child Development, and Skill Development departments.
The guidelines are aimed at supporting the mental well-being of children and youth and strengthening the younger generation at the psychological level.
Senior officials attend programme
Finance Department Principal Secretary Sanjeev Kumar Mishra delivered the welcome address, while Health Department Commissioner-cum-Secretary Ashwathi S. proposed the vote of thanks. Cooperative Department Director Rajesh Prabhakar Patil and Health Services Director Dr Mahesh Mohan Panda were among those present on the dais.
Principal Secretaries and senior officials of various departments, newly appointed officers and their family members also attended the 17th State-level Recruitment Fair.
