NEW DELHI: The Halal Niyantran Manch on September 23, Wednesday alleged that the halal certification policy is being used to influence India’s economy, employment and religious practices, and announced an action plan against what it described as an anti-Hindu and anti-national policy.
The allegations were made at a press conference on September 23, at Vishwa Samvad Kendra, 169, North Avenue, New Delhi-110001. The press conference was addressed by Harendra Sikka and Retired Judge Shri Pawan Kumar, spokespersons of the Halal Niyantran Manch, who announced the action plan against the halal certification policy.
Harendra Sikka stated that earlier halal was limited only to animal meat. In collusion with Congress governments, some Maulanas got an order issued through APEDA that no meat could be exported without halal certification. The Maulvi providing the halal certification would issue the certificate only when the animal was slaughtered by a Muslim.
A large section of the Scheduled Caste and Sikh communities, which was engaged in this business, became unemployed. Railway, airlines, airports and hotels had started purchasing items only when they were halal-certified. In our great Sikh culture, Halal is a sin. The religious sentiments of the Hindu and Sikh communities are being attacked by forcing them to eat halal-certified food.
The current government deserves commendation for withdrawing this illegal order by APEDA following our initiative. The severity of these conspiracies can be gauged from the fact that anyone opening a ‘Jhatka’ shop faces life-threatening attacks.
Retired Judge Shri Pawan Kumar stated that the conspiracy behind halal certification is no longer limited to meat alone. Maulanas have encouraged the Muslim community to purchase everyday items such as medicines, cosmetics, food and beverages, and even buildings, only if they are halal-certified.
Congress governments became part of this anti-Hindu and anti-national conspiracy and issued an unconstitutional order authorising four Muslim organisations, including Jamiat Ulama-e-Hind, to issue halal certificates, which obtain hefty fees and get these certificates issued through Maulanas.
Muslims purchase only 12 per cent of these goods, while 88 per cent of the customers are non-Muslims. A large part of their hard-earned money is going to these organisations, which use this money for anti-national activities such as religious conversion, Love Jihad, supporting terrorists and creating conversions in Muslim society.
When some states, on our initiative, exercised some control over this anti-national conspiracy, there was a decline in the funding of these anti-national activities. Some Maulanas sometimes provoke the Muslim community by repeatedly saying that ‘Muslims are unsafe’. Their outburst is proof that their illegal funding has been stopped.
Pawan Kumar also said that the Halal Niyantran Manch is committed to bringing this anti-national and anti-social conspiracy of halal certification under complete control. When we met some ministers and administrative officers and informed them about this conspiracy, they were astonished.
The Halal Niyantran Manch announced the following action plan:
1. Nationwide demonstrations
On September 28 and 29, 2026, large-scale demonstrations will be organised in all state capitals across the country. The youth force will participate in large numbers in these demonstrations.
2. State-level Halal Control Forums
By the end of this year, ‘Halal Control Forums’ will be established in all states of the country, in which members from all sections of society will be included.
3. Literature campaign
The production of literature has begun, which will expose these conspiracies and the activities of the Maulanas. Nationwide distribution of this literature will begin shortly.
4. Meetings with governments
The Forum will meet Union Ministers, Chief Ministers of the states and heads of local bodies and urge them to take meaningful steps towards halal control.
5. Awareness programmes
Awareness about this conspiracy will be created by organising seminars and public meetings.
6. Outreach to communities
The leadership of the Sikh community and the Scheduled Caste/Scheduled Tribe communities will be contacted and made aware of the attacks on their religious faith and the employment being taken away from them.
