Bhagyanagar: The Telangana BJP has urged Governor Shiv Pratap Shukla to intervene and prevail upon the state government to release pending fee reimbursement dues, which the party claims have accumulated to Rs 15,000 crore and are affecting more than 40 lakh students.
In a letter dated September 7, 2026, addressed to the Governor, former MLC and BJP Telangana State President N. Ramachander Rao, along with other senior party leaders, sought his intervention for the immediate release of the pending amount.
The BJP said the previous BRS government had left behind pending fee reimbursement when it demitted office, but alleged that the dues increased substantially after the Congress government came to power.
According to the letter, students from SC, ST and EBC communities, numbering more than 40 lakh, were suffering because of the non-release of fee reimbursement.
The BJP Telangana claimed that colleges were withholding students’ certificates and that even teaching and non-teaching staff were being paid only around 50 per cent of their salaries.

The BJP also alleged that the delay had affected the standard of education in the state. It said the CM Revanth Reddy led Congress government had assured that the entire fee reimbursement amount would be paid, but only a “meagre amount” had been released since the scheme was introduced.
The letter further stated that, following the direction of the Telangana High Court, fee reimbursement had been released only to fresh students, while students already pursuing their courses or those who had passed out had not received their dues.
BJP cites protests and arrests
The letter comes amid an intensification of the BJP Telangana’s campaign over student fee reimbursement. On September 7, BJP MLAs, leaders and workers protested near the Telangana Assembly demanding the release of the pending dues.
BJP state president N. Ramchander Rao and BJYM state president Ganesh Kunde were detained, while the party claimed that more than 600 BJP and BJYM workers were detained across Hyderabad.
The BJP had also sought to raise the issue through representations from students. In the letter to the Governor, the party said Ramachander Rao had undertaken a two-day hunger strike, apart from which letters signed by more than eight lakh students had been submitted to the Chief Minister.
The party said it had sought time from Chief Minister A. Revanth Reddy to submit the letters, but he neither responded nor directly received the representations. BJP leaders subsequently went to the Secretariat to submit the student letters but were prevented from doing so by police.
The BJP further said it had sought permission to hold a Dharna Chowk protest near Indira Park on September 7, but the police rejected the request. It alleged that when the party attempted to bring the issue to the notice of the Assembly, a large number of BJP workers and leaders were arrested and several leaders were injured.
The party has now appealed to the Governor to use his office to prevail upon the state government to clear the pending dues.
“We, therefore, appeal to your Excellency to intervene and use your good offices to prevail upon the state government to release the pending fee reimbursement which accumulated to the tune of Rs.15,000 crores forthwith.”
The BJP said the Governor’s intervention would benefit more than 40 lakh students and their families.
BJP Telangana said in a social media post said, “Rahul Gandhi holds the Constitution in his hands, while Revanth Reddy’s government imposes restrictions. Congress leaders sitting in Delhi lecture others about democracy, but in Telangana, they are using the police to attack students who are demanding their fees. Hiding behind barricades and trying to silence the Opposition, this cowardly Congress government has no moral right to speak about rights.”

Background to BJP agitation
The BJP Telangana collected signatures from more than eight lakh students and sought an appointment with Chief Minister A Revanth Reddy, but was unable to submit the representations directly. BJP Telangana president N. Ramchander Rao and other leaders were detained while attempting to submit them at the Secretariat. Rao has said he was arrested four times in 10 days over the issue.
The BJP has also alleged attacks on its workers, including injuries during protests, while Rao faced house arrest on September 1 when he sought to visit Nalgonda BJP district president Dr Nagam Varsith Reddy, whose residence was attacked by Congress workers. On August 31, Youth Congress activists also painted the gate of the Telangana BJP headquarters black.
The BJP has criticised Rahul Gandhi for remaining silent on the student agitation in Congress ruled Telangana and alleged that the Revanth Reddy government is suppressing legitimate protests instead of addressing the demands.
