New Delhi: The Delhi University (DU) Executive Council has approved a major relief for former temporary teachers by clearing the recommendations of the Pay Protection Committee during its 1283rd Executive Council meeting. The decision will allow eligible teachers, who were initially appointed on a temporary basis but were later regularised through the prescribed recruitment process, to receive pay protection benefits.
During the meeting, Delhi University Vice-Chancellor Prof. Yogesh Singh also clarified that Delhi university has no proposal to remove contractual non-teaching employees. He assured that the administration remains committed to safeguarding employees’ interests. He further reiterated DU’s goal of securing a place among the top 200 universities in the world within the next five years.
The Executive Council accepted the recommendations of the Pay Protection Committee, providing financial relief to teachers who were first appointed temporarily and later selected as permanent faculty members through the prescribed recruitment process.
To be eligible for pay protection, appointments must have been made through:
- An All India advertisement
- A duly constituted selection committee
- Recruitment carried out as per the prescribed rules and regulations
The benefit will apply to teachers who previously served in Delhi University colleges, the university itself, or similar institutions funded by the Central Government or the Delhi Government. Each case will be examined by the respective college before being approved by the university. The decision will be applicable to regular appointments made on or after April 1, 2022. Eligible teachers will also receive benefits under the National Pension System (NPS) from the date of their regular appointment.
No plan to remove DU contract employees
The issue of contractual non-teaching employees was also discussed during the Executive Council meeting. Vice-Chancellor Prof. Yogesh Singh stated that Delhi University has no plan under consideration to remove contract employees. Delhi university administration is committed to protecting the interests of all its employees while continuing institutional development.
DU targets top 200 in global university rankings
Members of the Executive Council congratulated Prof. Yogesh Singh on his reappointment as Vice-Chancellor. Speaking on the occasion, he reaffirmed the university’s ambition to place Delhi University among the world’s top 200 universities within the next five years. According to the Vice-Chancellor, QS World University Rankings 2027 placed Delhi University at 322nd globally, a significant improvement from the 521-530 band in 2022.
Over the past four years, DU has climbed 199 positions, while its overall QS score has increased from 23.5 to 43.8. Prof. Singh credited the achievement to the collective efforts of teachers, students, officers, and staff, adding that Delhi University currently ranks among the leading universities in India.
The meeting began with Registrar Dr. Vikas Gupta presenting the minutes of the previous meeting and the Action Taken Report. The Executive Council approved several proposals, including:
- Academic Council recommendations
- Annual accounts for the 2025-26 financial year
- Accounts related to university halls, hostels, provident fund, and the National Pension System (NPS)
The Executive Council also cleared the launch of a Semester Away Programme under UGCF-2022, allowing Delhi University to partner with foreign universities and offer students the opportunity to study abroad for one semester. The initiative will allow DU students to spend one semester studying at partner international institutions.
DU SOL to launch one-year postgraduate courses
The Executive Council also approved the introduction of one-year postgraduate programmes at the School of Open Learning (SOL), subject to approval from the University Grants Commission (UGC). The proposed intake includes:
Group insurance scheme approved for employees
The Executive Council also approved a Group Insurance Scheme aimed at providing social security to Delhi University employees and contractual staff. Under the voluntary scheme, employees will receive life insurance coverage of Rs 20 lakh through a master policy. Interested employees will be required to pay a monthly premium of Rs 500 plus applicable GST. Delhi University has clarified that participation in the insurance scheme will be completely voluntary. This will offer an additional social security option for eligible employees and their families.
