J&K: NIA attaches property of terrorist accused of killing two non-locals

The ISI floated The Resistance Front to act as a proxy of the Lashkar-e-Tayiba. This was done largely to escape action by the Financial Action Task Force and also have a deniability factor, which attacks continue unabated in Jammu and Kashmir. The outfit largely attacks non-locals and security forces in the Valley

The National Investigation Agency (NIA) has attached the immovable properties of the key terror accused involved in the killing of two non-locals in Jammu and Kashmir.

The property of Adil Manzoor Langoo, a member of the Lashkar-e-Tayiba’s offshoot, The Resistance Front was attached by the NIA. He has been accused of killing two non-locals at Shada Kadal, Srinagar in February this year.

The NIA said that the weapon used in the commission of the crime was also recovered along with ammunition from the 10 Marlas property which had been transferred to Langoo’s father and some others by its original owner. The property is located in Zaldnagar in Srinagar.

The case on hand relates to a conspiracy hatched by Langoo, along with two others identified as Ahran Rasool Dhar and Dawood. They were led by their handler in Pakistan.

The conspiracy was hatched with the intention of killing innocent people with the intention of spreading terror and inciting violence. Following the killing the police arrested Langoo, Dhar and Dawood. Their handler, Jahangir is still at large.

Langoo was arrested on February 12 and a chargesheet was filed against him and the other accused in August. He is currently lodged in the Central Jail, Srinagar and is facing trial under various sections of the Indian Penal Code and UA(P) Act and the Arms Act.

The Resistance Front which is an offshoot of the Lashkar-e-Tayiba first emerged in 2019. Both the outfits have been designated as terror organisations by the Ministry of Home Affairs. The main intention of the outfit was to target non-locals in Kashmir and also those belonging the minority community on J&K.

The Resistance Front has also been involved in various acts of terror in which security personnel have been killed. It has also been responsible for the targeting of the J&K police.

The ISI decided to float this proxy at a time when it was facing the heat of the Financial Action Task Force (FATF). Islamabad had been downgraded to the Grey List due after it was found to be complicit in curbing terror funding. At that time, it did not want the names of terror groups such as the Lashkar-e-Tayiba or Jaish-e-Mohammad to crop up. Hence the The Resistance Front was floated to have a deniability factor and also ensure that due to the FATF action, terror activities in J&K do not stop.

Non-locals and those supporting the BJP-led NDA government at the Centre have been frequently targeted by The Resistance Front. Their attacks rose considerably following the abrogation of Article 370. However, the security forces have largely put down this outfit, with numerous successful encounters.
