Odisha: 17th Assembly Session Begins with Governor Raghubar Das’s speech; Key highlights

In the 17th Odisha Assembly’s first session, Governor Raghubar Das outlined the State Government’s future plans for the people and the State. The Governor pledged in his speech that the Odisha Government is dedicated to impartial governance and will maintain ‘Odia Asmita’ at its centre

In the inaugural session of the 17th Odisha Assembly on July 22, Governor Raghubar Das said, “My Government acknowledges the importance of Jagannath culture  and Odia Asmita. By keeping Odia Asmita at the centre, government is resolved to take Odisha to the pinnacle of progress by offering vigilant, willing, transparent and sensitive governance.”

Governor Das said in his speech, “My Government will honour the ultimate sacrifices of our martyrs and govern with a steadfast commitment to forgiveness, humility, and compassion, staying away from grudges, hatred, ego, and revenge.”

He also highlighted the Government’s aspiration to create a ‘Viksit Odisha’ by 2036. “As we approach the centenary of Odisha’s formation, my Government aspires to create a ‘Viksit Odisha’ by 2036—a state where farmers thrive, youth find employment, and women are empowered.”

Governor Das also said the state Government wants to transform Odisha into a vibrant manufacturing hub. Therefore, the Government will prioritise industries such as automobiles, electric vehicles (EVs), and semiconductors.

Some important  highlights from the Governor’s Address

– The Odisha Government will ensure filling up the 1.5 lakh vacant Government posts
– 65000 Government posts will be filled up in 2 years
-To ensure economic growth and promote job creation, the Odisha Government has set a target to create 3.5 lakh jobs by 2029
– 3000 new doctors will be appointed across the state
– Odisha will be malaria-free by 2030
– There will be a new Sports Policy
– The academy and nurseries will be set up to train the sportspersons
– Artificial Intelligence (AI) will be used in Government schools in Odisha
– Malnourishment will be reduced by 2027
– Forestation initiative will be taken up in 480 km to protect coastal areas from the impact of cyclones
-The Government will adopt the “Senior Citizen First policy” to ensure the elderly people receive priority in benefits and services delivery
– Odisha to encourage use of plastic waste in road construction and solid waste management policy will be streamlined
– Ayushman Bharat, Pradhan Mantri Jan Arogya Yojana will be implemented in Odisha to provide quality health services
– Green Industrial Policy will be implemented in Odisha. The Government will provide subsidies for four- and six-wheeler vehicles
– 10 irrigation projects in Bolangiri, Kalahandi, Bargarh and Nuapada will be completed.
– Odisha to be the millet hub in India
– The Odisha Government will focus on skill development and apprenticeship opportunities for the youths
– The Odisha Government will convert Cuttack and Bhubaneswar into world-class Twin City apart from coming up with a multi-mode transport system

Opposition parties, including BJD and Congress members, staged a walkout in protest during Governor’s address.
