Paper Leak Row: Education Ministry forms high-level committee, including ex-ISRO chief to reform NTA, other exam system

In a significant move to ensure the transparent, smooth, and fair conduct of examinations administered by the National Testing Agency (NTA), the Ministry of Education’s Department of Higher Education has established a High-Level Committee of Experts. This committee is tasked with providing recommendations on the reform of examination mechanisms, improvement in data security protocols, and the overall structure and functioning of the NTA.

The committee is expected to submit its report to the Ministry within two months.

The newly constituted committee includes several distinguished members. Dr. K. Radhakrishnan, former Chairman of ISRO and current Chairman of the Board of Governors at IIT Kanpur, will serve as the Chairman of the committee.

Other members include Dr. Randeep Guleria, former Director of AIIMS Delhi; Prof. B. J. Rao, Vice Chancellor of Central University of Hyderabad; Prof. Ramamurthy K, Professor Emeritus in the Department of Civil Engineering at IIT Madras; Shri Pankaj Bansal, Co-Founder of People Strong and Board Member of Karmayogi Bharat; Prof. Aditya Mittal, Dean of Student Affairs at IIT Delhi; and Shri Govind Jaiswal, Joint Secretary at the Ministry of Education, who will serve as the Member Secretary.

The committee’s terms of reference are comprehensive and focus on three main areas.

Firstly, the reform of the examination process includes analysing the end-to-end examination procedures to suggest measures that improve system efficiency and prevent potential breaches. This also involves conducting a thorough review of the Standard Operating Procedures (SOPs) and protocols of the NTA, strengthening these procedures, and establishing a robust monitoring mechanism to ensure compliance at all levels.

Secondly, the improvement in data security protocols will involve evaluating the current data security measures of the NTA and recommending enhancements. The committee will also examine existing security protocols related to paper-setting and other processes for various examinations to make recommendations that will enhance the system’s robustness.

Thirdly, the committee will assess the structure and functioning of the NTA. This includes making recommendations on the organisational structure to implement the proposed examination process reforms and data security improvements, clearly defining roles and responsibilities at every level.

Additionally, the committee will evaluate the current grievance redressal mechanism of the NTA, identifying areas for improvement and suggesting measures to enhance its efficiency.

The Ministry of Education has empowered the committee to co-opt any subject matter expert required to assist in fulfilling its mandate. This initiative underscores the Ministry’s commitment to maintaining the integrity and efficiency of the examination processes, thereby ensuring fairness and transparency for all stakeholders involved.

The committee’s formation and its forthcoming recommendations are anticipated to bring significant improvements to the examination processes managed by the NTA, addressing concerns related to efficiency, security, and organisational effectiveness. The educational community awaits the committee’s report, expected to provide a roadmap for substantial reforms within two months.
