The Tamil Nadu government’s latest announcements for minority welfare, including measures aimed at Muslim girls’ education, funds for Waqf and church properties, and new community infrastructure, have drawn sharp criticism from Hindu Munnani, which accused the TVK government of pursuing a one-sided welfare policy and alleged that Hindu temples were being treated differently.
Minorities Welfare Minister A M Shahjahan, while making announcements for the Department of Minorities Welfare in the State Assembly, said 11 measures would be implemented, including the establishment of a college of arts and science for women in Chennai.
He said the proposed new college would enable Muslim girls to pursue higher education. A new scheme would also be launched under which the government would bear the tuition fees for undergraduate courses for students admitted under the government quota in government, government-aided and self-financing colleges. For this, an allocation of Rs. 20 crore had been made for this year.

Reacting to this, Hindu Munnani chief Kadeswara C Subrmaniam, in a post on X, said, “Government should act unbiased and impartial manner proving it is for all as per the oath the Chief Minister took on assuming office. But his style of function is purely Muslim and Christian welfare oriented if one goes by its slew of announcements since its inception. TVK government should realise these one-sided acts has been receiving the displeasure of the majority Hindus. It also shows these were done to satisfy the string puller who were the real rulers behind TVK”.

The minister said in the Assembly, “to encourage Muslim girl children to pursue education, educational assistance of Rs,1,000 per annum is being given through the Waqf Board to students of classes 1 to 8. It is now extended to Muslim girl students of classes 9 and 10 who will get Rs.2000 per annum as educational assistance. A total of 41,384 Muslim girl students will benefit from the scheme for which Rs.8.28 crore had been allocated”.
Minister Shahjahan said, “for the benefit of minority communities to undergo skill development training and improve their livelihoods, TN Skill development corporation will provide training to various fields including information technology, automobile, apparel designing, beauty, wellness, embroidery and agriculture in all districts. Training will be provided to 2,500 persons a year and the scheme will benefit a total of 10,000 persons in four years”.
Another announcement for Muslims, the minister said, “to conduct family functions, public events and official programmes at affordable rents, community halls will be built in Cuddalore, Mayiladuthurai, Tenkasi, Thoothukudi and Krishnagiri districts at an estimated cost of Rs. 10 crores. To ensure the welfare measures reached minority communities promptly, the post of District minority welfare officers will be created in 10 districts at a cost of Rs.4.45 crores”.
Another important announcement by the minister pertains to a grant of Rs.10 crore to be provided during the current financial year for the conservation and renovation of ancient churches without altering their heritage character. A new building will be built for the Tamil Nadu Waqf Board quarters at a cost of Rs.40 crores.
Hindu Munnani, in a post on the X platform, criticised the move, saying, “the government has allocated Rs.100 crores free of interest to renovate, maintain and preserve Waqf and Church properties. it is a blatant appeasement measure for their votes”.

Hindu Munnani questioned the TVK government’s allocation of Rs.10 crores to conserve ancient churches when hundreds of ancient and centuries-old temples are in need of renovation and are in dilapidated and poor condition. It said that, in fact, the government gets funds from Hindu temples and their properties. Some temples go without a mandatory one-day single-time pooja. Why is there no such scheme for Hindu temples? Why this step-motherly treatment to Hindus and their temples?

Hindu Munnani asked whether this was the government’s way of treating humans as being born free and equal in dignity and rights. It questioned whether this was intended to show the principle that “all human beings are equal by birth”. It also asked whether the measures were encouraging conversions and whether the largesse to particular regions was justified. It questioned whether this constituted true secularism.

Hindu Munnani said that everyone, irrespective of their religion, pays taxes to the government in various forms. It questioned why the government extends benefits in the garb of minority welfare by spending taxpayers’ public money.
It said that even among Hindus, a majority of people are economically backward and unable to continue their education due to poverty. It questioned why this was not taken into consideration and why only minorities were treated at a higher pedestal. It said the minister’s announcements would pave the way for disparity in society between minorities and the majority Hindus.
“What is the need to allocate Rs.100 crore to conserve, preserve, renovate funds interest free to Waqf and church properties?” Hindu Munnani asked.
The organisation said the government was aware that foreign funds were flowing to minorities to undertake repairs, renovation and construction of new churches and mosques. It alleged that such funds were not spent appropriately and that proper accounts were not being maintained. It also referred to the recent proposed Central government’s FCRA amendment, which it said minorities oppose vehemently.
Hindu Munnani alleged that the funds were being used to convert Hindus and claimed that thousands of churches and mosques had been coming up across the country. It said churches and mosques were maintained by the respective communities, whereas Hindu temples were under the HR and CE Department, a government-controlled body.
Under its administration, the organisation alleged, temples were poorly maintained and many were in ruins.
It said Palani, Srirangam and other temples generate Rs.100 crore per year, which are used for administrative and government projects. It also alleged that thousand-crore-worth temple properties had been taken for government offices, bus stands, courts and collectorates, while the temples were not receiving a single pie from them.
It said, “government should change that only Muslims and Christians are citizens and with their votes they are in power. Governments are formed with votes from all religions. Already several acres lands were grabbed by waqf board and claiming its ownership. The successive governments in TN are attaching important to minorities and welfare and allocating higher percentage of funds is nothing but a biased and appeasement one. Hindu temples are treated as milching cows for funds, while churches and mosques adding nothing to government revenue are pampered at the cost of taxpayer’s money. Constitution clearly never envisages showing any concession in the name of religion.”
