NEW DELHI: The biggest takeaway from the National Testing Agency’s latest recruitment news isn’t the number of vacancies. It’s what those vacancies represent. For the first time since the NEET UG 2026 controversy exposed serious concerns over examination security and public trust, the Modi government is reshaping the NTA by bringing in professionals whose only job will be to make national-level examinations more secure, transparent and technologically resilient. In the aftermath of the NEET controversy, the Centre did three things. It constituted the Prof. K. Radhakrishnan High-Level Committee to recommend structural reforms, enacted the Public Examinations (Prevention of Unfair Means) Act, 2024 to tackle organised exam fraud, and has now started implementing those recommendations through recruitment.
Rather than just expanding its bureaucracy, the National Testing Agency is making specialised leadership in critical areas under today’s examination ecosystem i.e., cyber security, digital forensics, assessment science and nationwide examination operations. Alongside four General Manager-level appointments, the agency is also recruiting 16 Young Professionals through the UPSC’s Pratibha Setu platform.
The NEET controversy showed that conducting national-level exams is no longer just about printing question papers and holding tests. That is why the NTA is bringing in specialists instead of relying only on regular administrators. In simple words, the government aims to make exams safer, fairer and more reliable from a to z i.e., from setting the question paper to declaring the final results.

NTA Advertises Four General Manager Posts
The four General Manager positions will be filled on a contractual basis for an initial term of three years.
- General Manager (Assessment Research & Development and Psychometrics) will be responsible for improving how examinations are designed and evaluated. The role will include developing question banks, improving score normalisation, setting testing standards, and introducing modern technologies such as Computer-Adaptive Testing (CAT) and AI-assisted assessments. To apply, candidates should have a PhD in relevant discipline along with at least 12 years of experience and five years in a senior leadership role.
- General Manager (Test Centre Network and Operations) will oversee NTA’s nationwide examination centre network. Responsibilities include selecting and monitoring test centres, ensuring quality standards, improving facilities for candidates, making centres accessible for persons with disabilities, supervising examination-day operations, and coordinating with state and district administrations.
- General Manager (Information Security): Perhaps the most significant appointment, this role effectively creates NTA’s Chief Information Security Officer (CISO). The officer will secure examination software, candidate databases, digital infrastructure and networks against cyber threats while ensuring compliance with the Digital Personal Data Protection Act, CERT-In guidelines and other cybersecurity standards. The position also involves managing a round-the-clock Security Operations Centre. At least 12 years of cybersecurity experience, including five years in senior leadership, along with certifications such as CISSP, CISM or CISA are required to apply for this role.
- General Manager (Vigilance, Investigation and Forensics): Instead of depending entirely on external agencies after irregularities occur, NTA wants to develop its own investigative capability. This officer will lead vigilance operations, build an in-house digital forensics system and coordinate with agencies such as the CBI, Intelligence Bureau, Enforcement Directorate, State Police and Cyber Crime units in cases registered under the Public Examinations (Prevention of Unfair Means) Act, 2024. The post requires 15 years of experience in investigation, vigilance or law enforcement, including five years in a senior leadership role.
Recruitment of 16 Young Professionals
NTA has also opened applications for the engagement of 16 Young Professionals through the UPSC Pratibha Setu portal. This is the first time that NTA is using the platform for recruitment. Out of the 16 Young Professional posts, 12 are for academic research, 2 for legal research, and 2 for finance and accounts. The positions are open to Civil Services Examination candidates available through the Pratibha Setu portal. Selected professionals will initially be appointed for two years with the possibility of extension based on performance.
More Recruitment to Follow
As per the details issued by NTA, the current recruitment represents only the first phase of a much wider institutional overhaul. More appointments across the ten functional areas identified by the Prof. K. Radhakrishnan Committee are expected in the coming weeks. The agency has also initiated empanelment of Subject Matter Experts and translators to further strengthen examination development. After facing one of the biggest credibility challenges in its history, the NTA is attempting to move beyond crisis management and towards institution-building.
