Bharatiya Janata Party (BJP) Government in Odisha, which came to power with an absolute mandate for the first time in the State’s political history, is set to complete two years in office on June 12, 2026. Under the leadership of Chief Minister Mohan Charan Majhi, the Government has undertaken wide-ranging initiatives across governance, industry, agriculture, social welfare, infrastructure and internal security, aiming to reposition Odisha on a high-growth development trajectory.

Marking a significant phase in the State’s political and administrative evolution, the Government has anchored its policy framework around the long-term visions of ‘Samruddha Odisha-2036’, coinciding with the centenary of Odisha’s formation as a separate State, and ‘Viksit Bharat-2047’, aligned with India’s national development goals.

Officials state that the past two years have laid the foundation for structural reforms and long-term investments intended to transform Odisha into one of India’s leading States in economic output, human development and industrial capacity.

Fillip to Women’s Empowerment

A flagship initiative of the Majhi Government has been the launch of the Subhadra Scheme, designed to strengthen women’s economic independence. Launched in September 2024, the scheme has disbursed more than Rs 20,588 crore directly into the bank accounts of over one crore women, released in four installments. The Government describes the initiative as a major step toward financial inclusion and household-level economic empowerment. Alongside this, the State’s Mission Shakti framework has witnessed significant expansion through ‘Lakhpati Didi’ programme, which has exceeded its targets. In the financial year 2025–26 alone, approximately 7.45 lakh women have been enabled to achieve “Lakhpati Didi” status, reflecting enhanced income generation through self-help groups and micro-enterprises. Officials say this has strengthened grassroots entrepreneurship and rural financial resilience.
Farmers’ Welfare Is Top Priority

The Mohan Majhi Government has placed farmers’ welfare at the forefront of its governance agenda. In line with the commitments made in its manifesto, the BJP-led Government has begun procuring paddy from farmers at Rs 3,100 per quintal, which includes input assistance. During the Kharif season 2024–25, a total of Rs 73.45 lakh metric tonnes of paddy was procured from 16.60 lakh farmers. In addition, farmers received input assistance amounting to Rs 5,876.57 crore.

The Mohan Majhi-led Government is actively promoting organic farming in the State. With the objective of increasing farmers’ income, preserving soil fertility, and encouraging sustainable agricultural practices, the Odisha Government has launched the ‘Balabhadra Organic Farming Mission’. This initiative is seen as a significant step toward expanding organic agriculture across the state.

The Department of Water Resources has created more than 2.77 lakh hectares of additional irrigation potential over the past two years. Through various irrigation projects, check dams, pipeline distribution systems, and mega lift irrigation schemes, improved irrigation facilities are being provided to farmers across the State.

In a bid to diversify rural livelihoods, the State has introduced Mukhyamantri Kamadhenu Scheme, with an allocation of Rs 1,423.47 crore, aimed at increasing milk production and improving dairy farmers’ income. Complementing this, the ‘Gomata’ scheme, with an outlay of Rs 345.60 crore over three years, focuses on strengthening veterinary healthcare services, improving livestock productivity, and expanding access to animal health facilities in rural areas.

New Investment Destination

Under the leadership of Chief Minister Mohan Charan Majhi, Odisha has achieved remarkable progress in industrial development and investment over the past two years, marking a significant transformation in the State’s economic landscape. Under the State’s industrial development policy, a total of 148 projects have either been grounded or inaugurated so far. This includes the groundbreaking of 114 projects with proposed investments worth Rs 2,17,907.65 crore, expected to generate employment opportunities for 2,05,372 people.

In addition, 34 projects have been inaugurated with investments worth Rs 66,809.56 crore, creating employment opportunities for 31,668 individuals. In total, these 148 projects, involving investments of Rs 2,84,717.21 crore, are expected to generate employment for 2,37,040 people across the State. The Government attributes this momentum to streamlined approvals through the State Level Single Window Clearance Authority (SLSWCA) and the High Level Clearance Authority (HLCA). Together, these bodies have cleared 433 projects worth Rs 8.68 lakh crore, with projected employment generation exceeding 5.25 lakh jobs.

To further boost investor confidence, Odisha has conducted extensive outreach programmes, including roadshows in Delhi, Mumbai, and Singapore. Since June 2024, the state has organised 10 major roadshows, facilitating over 630 one-to-one investor meetings and multiple sector-specific roundtable discussions. The Government’s flagship investment summit, ‘Utkarsh Odisha’, has further strengthened the state’s industrial profile, attracting proposals worth approximately Rs 16.73 lakh crore across 593 projects, with potential employment generation estimated at 12.88 lakh jobs.

Recognising the untapped potential of its cultural and natural heritage, the Odisha Government has launched a new tourism branding initiative titled ‘Think India, Think Odisha’. The initiative aims to reposition Odisha from being perceived as a lesser-explored destination to a globally competitive tourism hub. The branding strategy aligns with the broader development vision of Samruddha Odisha-2036 and Viksit Bharat-2047, focusing on heritage tourism, coastal tourism, eco-tourism, and cultural circuits.Officials state that the campaign is expected to significantly enhance global visibility and tourism inflows in the coming years.

Education and Tribal Welfare

In the education sector, the Government has launched the Godabarish Mishra Adarsh Primary School Scheme, under which selected schools are being upgraded into model institutions with improved infrastructure and digital learning facilities. The foundation stones for 118 schools have already been laid. To address dropout rates among tribal students, the government has introduced the ‘Shaheed Madho Singh Hat Kharcha Scheme’, under which eligible Scheduled Tribe students of classes 9 and 11 receive an annual assistance of Rs 5,000 to support continued education.

These initiatives are aimed at improving access, retention, and learning outcomes among marginalised communities. Earlier, during the tenure of the Naveen Patnaik Government, there was limited direct interaction by the Chief Minister in addressing public grievances. However, after the formation of the BJP Government, the Chief Minister has begun personally hearing people’s complaints, supported by an active Chief Minister’s grievance cell.

So far, during 17 phases of public grievance hearings, out of 14,651 complaints received directly by the grievance cell, 14,046 have been resolved, accounting for a resolution rate of 96 per cent. The Government has also prioritised cultural preservation through its ‘Odia Asmita’ initiative, aimed at promoting the language, heritage, and identity of Odisha. A dedicated Rs 200 crore corpus fund has been established to support cultural programmes and preservation efforts. Additionally, a world-class Odia Asmita Bhawan is planned in Bhubaneswar, which will serve as a cultural, literary, and administrative hub showcasing Odisha’s heritage on a global platform.

Odisha emerging as electronics hub

In a major step toward high-technology industrialisation, Odisha is emerging as a potential semiconductor and electronics manufacturing hub. At Infovalley in Bhubaneswar, projects including India’s first advanced 3D glass substrate packaging unit and a commercial compound semiconductor manufacturing facility are being developed. These projects include investments of approximately Rs 2,000 crore and Rs 2,067 crore respectively, and are expected to serve sectors such as electric vehicles, defence systems, artificial intelligence, and high-performance computing.

Following the formation of the BJP Government, Odisha has implemented the Ayushman Bharat health insurance scheme, expanding access to affordable healthcare services for residents, including those working outside the State.

Anti-Naxal Operations

A major achievement highlighted by the Government has been progress in combating Maoism . In coordination with the Central Government, Odisha has intensified security operations while simultaneously implementing rehabilitation and surrender policies to encourage militants to join the mainstream.As a result of sustained efforts, the state has been officially declared free from red terrorism, marking a significant milestone in its internal security landscape. As the Mohan Majhi Government approaches its two-year milestone, it projects its tenure as a phase of structural transformation anchored in long-term planning, industrial expansion, and social welfare delivery. With ambitious targets under ‘Samruddha Odisha-2036’ and alignment with ‘Viksit Bharat-2047’, the administration asserts that the foundations laid during these initial years will shape Odisha’s developmental trajectory over the next two decades.
