ECI launches Phase-III SIR across 16 States, 3 UTs covering 36 crore electors

The Election Commission of India has announced the Phase-III rollout of the Special Intensive Revision of electoral rolls across 16 States and three Union Territories, involving lakhs of Booth Level Officers and political party-appointed agents in a nationwide voter verification exercise

The Election Commission of India has directed the conduct of the Special Intensive Revision (SIR) of electoral rolls in 16 States and three Union Territories as part of Phase-III of the nationwide exercise.

According to the Commission, the schedule for Phase-III has been finalised keeping in view the common field machinery engaged in the ongoing Census house-listing exercise.

With the launch of Phase-III, the Special Intensive Revision of Electoral Rolls will cover the entire country except Himachal Pradesh, Jammu and Kashmir and Ladakh.

The Election Commission said the schedule for these three regions will be announced later after considering the completion of Phase-II of the Census and the weather conditions in upper reaches and snow-bound areas.

During Phase-III of the SIR, more than 3.94 lakh Booth Level Officers (BLOs) will conduct door-to-door verification for around 36.73 crore electors.

The exercise will be assisted by 3.42 lakh Booth Level Agents (BLAs) appointed by political parties during the enumeration phase.

The Commission described SIR as a participative exercise involving electors, political parties and election officials.

It urged all political parties to appoint BLAs for every polling booth to ensure transparency and wider participation in the revision process.

The Election Commission also stated that in the first two phases of the SIR, conducted across 13 States and Union Territories covering nearly 59 crore electors, over 6.3 lakh BLOs and 9.2 lakh BLAs appointed by political parties participated in different stages of the revision exercise.

Odisha, Mizoram, Sikkim and Manipur: SIR qualifying date is July 1, 2026. House-to-house verification by BLOs will be conducted from May 30 to June 28, 2026, and the final electoral roll will be published on September 6, 2026.

Dadra and Nagar Haveli and Daman and Diu: SIR qualifying date is July 1, 2026. BLO verification visits will take place from June 4 to July 3, 2026, with the final electoral roll scheduled for publication on September 11, 2026.

Uttarakhand: SIR qualifying date is July 1, 2026. House-to-house visits by BLOs will continue from June 8 to July 7, 2026, and the final electoral roll will be published on September 15, 2026.

Andhra Pradesh, Arunachal Pradesh, Haryana and Chandigarh: SIR qualifying date is July 1, 2026. BLOs will conduct verification from June 15 to July 14, 2026, while the final electoral roll will be published on September 22, 2026.

Telangana and Punjab: SIR qualifying date is October 1, 2026. House-to-house verification will be held from June 25 to July 24, 2026, and the final electoral roll will be published on October 1, 2026.

Karnataka, Meghalaya, Maharashtra, Jharkhand and Delhi: SIR qualifying date is October 1, 2026. BLO visits will continue from June 30 to July 29, 2026, and the final electoral roll will be published on October 7, 2026.

Nagaland: SIR qualifying date is October 1, 2026. House-to-house verification by BLOs will be conducted from August 16 to September 14, 2026, while the final electoral roll will be published on November 22, 2026.

Tripura: SIR qualifying date is October 1, 2026. BLO verification visits will take place from September 15 to October 14, 2026, and the final electoral roll will be published on December 23, 2026.
