Hyderabad: A formal representation has been submitted before the Telangana High Court, on April 10, urging it to take suo motu cognisance of an assault on GHMC and police personnel during an anti-encroachment drive at Murgi Chowk in Laad Bazar near Charminar.
Dr. Ravinuthala Shashidhar, Chairman of the Anti-Terrorism Forum, has approached the Chief Justice of Telangana seeking judicial intervention over the incident that occurred on April 4 under the limits of Hussain Alam Police Station.
The representation alleges that GHMC officials, acting under High Court directions to remove illegal encroachments, were obstructed and physically assaulted while discharging their duties.
According to the complaint, the officials and accompanying police personnel were attacked by Rahmat Baig, AIMIM MLC and other associates of the AIMIM, who are accused of halting the demolition drive and intimidating the staff.
The plea raises serious concerns over what it describes as “wilful disobedience” of court orders, stating that the demolition drive was part of a court-mandated effort to reclaim public spaces and heritage zones. The alleged obstruction, it argues, amounts to interference in the administration of justice.

It further claims that immediately after GHMC teams withdrew from the site following the assault, illegal shops were reportedly re-established at the same location under the supervision of local AIMIM MLA and party workers, indicating a direct challenge to judicial authority.
The representation also highlights an alleged lack of action from civic authorities, noting that GHMC officials have not filed any formal complaint despite the incident occurring in public view. This, it suggests, points to possible political pressure and institutional suppression.

Citing the demoralisation of field staff and erosion of rule of law, the petition emphasises that such incidents could undermine public confidence in governance and legal enforcement.
In its prayer, the Anti-Terrorism Forum has urged the High Court to:
Take suo motu cognisance of the incident and subsequent re-encroachment
Direct GHMC authorities to file criminal complaints against AIMIM MLC, MLA, and others involved
Initiate contempt proceedings against the accused for obstructing court orders
Order an independent inquiry to identify and prosecute all individuals responsible
The petitioner has asserted that judicial intervention is necessary to ensure that no individual, regardless of political influence, is above the law and to restore faith in the constitutional framework.
As per reports, Hyderabad Police have filed a case against the accused AIMIM leaders, including an MLC, and arrested them in connection with the incident in which an on-duty police personnel was manhandled by AIMIM leaders and their cadre; however, there are no reports that GHMC has approached the police for legal action.
Notably, former GHMC Mayor Gadwal Vijayalakshmi switched from the BRS to the Congress party in March 2024, shortly after the change of government in Telangana, aligning with the ruling dispensation.

Their leaders are often seen using street power to put pressure on the police and the government. There are allegations that some AIMIM MLAs and leaders try to break rules, create fear, and influence law and order situations to their advantage.
