Uttar Pradesh: Yogi Government launches women-led E-Rickshaw scheme, boosting safety and rural employment

The Uttar Pradesh government, led by CM Yogi Adityanath, has launched a women-led e-rickshaw scheme under the Safe Mobility Program to improve women’s safety and create rural employment. The initiative will empower the women from self-help groups as drivers and entrepreneurs while ensuring safer and more accessible transport for women and girls across UP

To strengthen the women’s safety while simultaneously promoting rural employment, the government led by Yogi Adityanath has rolled out a women-centric e-rickshaw initiative under the ‘Safe Mobility Program’. The scheme seeks to empower women economically by training them as e-rickshaw operators, while also addressing long-standing concerns about safe transportation for women and girls, especially in rural and semi-urban areas.

The initiative focuses on two key priorities: enhancing mobility with dignity and generating sustainable livelihoods. Under the program, 1,000 e-rickshaws are being distributed in the initial phase to women associated with self-help groups (SHGs). These women are not only being provided vehicles but are also receiving training, financial support, and assistance in obtaining driving licenses.

The scheme has already been launched in key districts such as Ayodhya, Gorakhpur, Varanasi, Kaushambi, and Jhansi. Whereas, the authorities have confirmed that the next phase will extend services to additional districts, including Lucknow, Prayagraj, Mirzapur, Bhadohi, Sonbhadra, Deoria, Lakhimpur Kheri, and Sitapur.

Officials involved in the rollout have stated that this phased expansion is designed in such a way that smooth implementation, adequate training infrastructure, and proper monitoring of outcomes in each district is ensured.

One of the most crucial aspects of the Safe Mobility Program is its focus on creating a safer commuting environment for women. In many parts of rural Uttar Pradesh, access to safe and reliable transport remains a persistent challenge. Women and girls often face difficulties while commuting to schools, colleges, workplaces, or healthcare centres due to limited options and safety concerns.

Thus, by introducing women-driven e-rickshaws, the government is planning to address this issue directly. The presence of female drivers is expected to increase trust among women passengers, encouraging more girls to continue their education and more women to participate in the workforce without fear.

Officials have made it clear that this initiative is not merely a transport solution but a broader social intervention. It seeks to reshape public spaces by increasing women’s visibility and participation in traditionally male-dominated sectors such as transport.

The scheme is being implemented under the Uttar Pradesh State Rural Livelihood Mission, with technical support from Development Alternatives. Together, these institutions are ensuring that beneficiaries receive comprehensive support i.e., from skill training to financial literacy.

Early results from the pilot districts indicate promising outcomes. So far, 119 women have been provided e-rickshaws and have successfully transitioned into micro-entrepreneurs. Additionally, 629 women have undergone training to operate the vehicles, while 244 have already secured their driving licenses. Women participants are learning not just how to drive but also how to manage daily operations, maintain vehicles, and handle finances.

One of the most encouraging aspects of the initiative is its economic impact. According to officials, women participating in this program earn an average annual income exceeding Rs 3 lakh. For many rural households, this represents a substantial financial uplift, often making women key contributors or even primary earners in their families.

Environmental and Social Benefits

In addition to its social and economic objectives, the initiative also aligns with environmental goals. E-rickshaws, being electric vehicles, help reduce carbon emissions and noise pollution. Their use supports the broader push towards sustainable and green mobility solutions in the state.

By integrating women into the transport sector and linking them with self-help groups, the program strengthens grassroots institutions and community networks. Officials believe that such initiatives can play a transformative role in rural development by creating localised employment opportunities and reducing migration pressures. The involvement of self-help groups ensures that benefits reach those who need them the most, particularly women from economically weaker sections.
