Yet again, the capital city of Uttar Pradesh has shaken the nation with a disturbing case involving minor Hindu girls, unmarried women, and Islamists. The pattern remains the same: Islamists trap these girls and women, exploit them, and then convert them to Islam. The name of the infamous Chhangur Baba is once more being mentioned by victims in media reports.
As of now, the Uttar Pradesh Police have registered three separate FIRs: two based on detailed victim testimonies and one concerning the cafe where much of the activity took place.
The girls were lured under the pretext of job offers. They were taken to hotels, where they were first intoxicated, filmed nude, and raped by multiple men. After this, the perpetrators treated the women as their property and began sending them to customers. Some victims were forced into providing spa and massage services, while others were repeatedly raped. So far, two victims have come forward with serious allegations. Activists claim that they have rescued as many as 17 girls in the gap of three days, with only one being Muslim and the rest Hindus.
If proven true, this case could expose yet another active gang in Uttar Pradesh, one with links not only to Chhangur Baba but also to Ajmer. The modus operandi closely resembles recent incidents involving teenagers in Ajmer as well as the infamous 1992 Ajmer case.
FIR-1
According to the First Information Report (Number: 66/2026) registered at Gomti Nagar Police Station, the victim, Mansha Devi, stated to the police that she had come to Lucknow to prepare for the UP Police examination while seeking a job. During this period, she met Rahul and Kamr Hayat. They arranged a job for her at a spa centre.
Thereafter, she grew close to Rahul and began meeting him regularly. He would take her to his room. One day, he gave her beer to drink, and while she was intoxicated, he recorded an obscene video of her and later threatened to make it viral.

Some time later, Rahul took her somewhere, where she secretly saw his Aadhaar card and discovered that his real name was MD Kamru Jamal. She protested against this deception, became upset, and left. Subsequently, she learned that he had relations with other girls as well. Eventually, he started living with those girls and abandoned her.
Based on this complaint, the police booked the accused, Rahul and Kamar Hayat Idrisi, under Sections 75(2), 77, 351(2), and 318(4) of the Bharatiya Nyaya Sanhita (BNS).
FIR-2
According to the First Information Report (No.: 67/2026) registered at Gomti Nagar Police Station, complainant Sub-Inspector Arvind Kumar Rai detailed the following in his note: On 11 February 2026 at 23:27 hours, while on crime prevention and patrolling duty in the Dayal Chauraha area an information was received that at Brown Girl Cafe (5/439, Vikas Khand, Gomti Nagar, Lucknow) a large illegal storage of hookahs and related materials was found.
Upon reaching the spot, officers observed that the cafe had failed to display the mandatory documents. During the inspection at the reception area, the following items were recovered and seized as per procedure, with a seizure memo prepared on the spot: 7 hookahs, 1 water-filter hookah, 12 pipes, 15 chillums, 1 packet rack, 1 open box of coal, 1 tong, 2 heaters, 2 packets of filter pipes, 17 packets of flavored tobacco (different brands), 6 opened packets of flavored tobacco (various companies).

No person (operator or workers) was present at the location. The cafe was sealed with two locks for security, and six keys were deposited in the General Diary.
The case pertains to offences under Sections 223, 271, and 272 of the BNS, as well as Section 13 of the COTPA Act. The establishment is named “Brown Girl Cafe.”
FIR-3
According to the First Information Report (No.: 56/2026) registered at Madiyaon Police Station, the complainant, Sunita Devi, stated to the police that on 9 February 2026 at around 10:00 AM, her minor daughter (aged about 16 years) was taken away from her school by Amaan Khan, who resides near their house. He abducted her with the intention of forcibly marrying her.
Earlier, on 4 February 2026, Amaan Khan, along with his associates Amri and Sahiba, had an altercation with the complainant and her husband in front of local residents over forcibly marrying Aarti to Amaan Khan. They abused the family using caste-based slurs and issued threats. Amaan Khan specifically threatened that if his daughter was not married to him, he would forcibly convert her and marry her.

Based on this complaint, the police booked Amaan Khan, Amreen, and Sahiba under Sections 115(2), 352, 351(2), 137(2), 87 of the BNS, along with relevant sections of the SC-ST Act.
What victims told media
Two women who came forward in Lucknow have levelled serious allegations of sexual exploitation, blackmail and forced religious conversion against a group of accused, including a man identified as Rahul alias Kamru Jamal.
One of the victims told the media that the accused introduced himself as “Rahul” and later began physically exploiting her. “When I checked his Aadhaar card, I came to know his real name was Kamru Jamal,” she said, adding that she subsequently filed a case in Lucknow. However, she alleged that the FIR was not registered under the sections she had requested. “I want justice. Very wrong has happened with me, there was religious conversion, plus rape, gang rape, and they made a nude video and threatened to make it viral,” she stated.
She further claimed, “We were taken to Chinhat. He said he would marry me, and before that he had already made my nude video. Many girls are in their contact and are supplied to different states.”
The second victim, a young woman from Delhi, narrated in detail how she was allegedly lured on the pretext of a job. “I found a number on the internet and called for a job. He came to Delhi, then took me to Ajmer and from there to Lucknow,” she said. Initially given calling work at a spa, she alleged that within days she was forced into drinking. “I told them I don’t drink, but they beat me and forced me to drink. After that they took very dirty photos and videos to blackmail me,” she said.
She claimed she was beaten whenever she asked to return home and that her family’s missing complaint in Delhi yielded no help. “They kept me locked in a room. When police reached, that boy took me away to Ajmer,” she alleged. According to her, “They tied me up, put tape on my mouth, and forced me into work. If we said we want to go home, they threatened to upload the videos.” She also alleged that she was brought to Lucknow at the age of 13-14 and is now 20, claiming she was kidnapped, gang-raped by four to five men, and forced into prostitution across districts like Faizabad and Amethi.
Both victims alleged that the network operates through a cafe identified as “Brown Girl Cafe” in Lucknow, which they described as a “central point” from where girls were allegedly supplied. The second victim claimed, “Their work is to trap girls, extort money, force them into work and blackmail them. They have a hotel and spa.” She named individuals, including Aamir, Javed and Kamr, alleging it was a “complete game” run with support from others. The first victim also alleged the involvement of Kamr Hayat Idrisi and referred to a cafe where, she claimed, a photograph of an individual known as “Chhangur Baba” was displayed.
What the activists told media
Rish Tafail, who runs the NGO Dahej Par Prahar Social Trust, said her organisation rescued 17 girls within three days after receiving calls from families about missing daughters. “We did not initially know that a full gang was operating. They brainwash girls, trap them, gang-rape them in intoxicated condition and then force them into spa work,” she alleged.
She claimed that of the 17 rescued, only one was Muslim and the rest were Hindu, and that two victims have publicly come forward so far. She further alleged that despite repeated visits to the police station over four days, “action is zero,” and that one FIR was altered from the original complaint. “If police do not act, we will bring all the girls forward and file FIRs from every side,” she warned.
Members of the Akhil Bharat Hindu Mahasabha also reached the police station, alleging that the FIR was not registered under appropriate sections, including those related to rape and religious conversion. They claimed the accused were still “roaming freely” and that the café remained operational.
Meanwhile, police conducted a spot inspection at the cafe mentioned by the victims and stated that investigation was underway. The case has now drawn wider attention as allegations of gang rape, blackmail, trafficking and forced conversion are being probed.
Ajmer and Chhangur Baba Angle
One of the victims from Delhi has claimed that she was taken to Ajmer before being brought to Lucknow. This raises suspicion because, in April 2025, Organiser brought out the case of Bijainagar where gangs were systematically targeting minor Hindu girls using different allurements. All of them were taken to one cafe, given the same kind of phones, and later were raped and recorded nude. All this resembled the black case of Ajmer 1992, which involved the Khadims of Ajmer Dargah.
Years later, a case of this intensity created ripples in the quiet town of Ajmer. What started as a sexual exploitation report by one family snowballed into an organised crime network with the target being Hindu girls only.
The association of this case with Ajmer suggests that the crimes happening across the nation are organised in nature and must be treated differently.
The case involving Chhangur Baba pertains to allegations that he was part of an organised network accused of targeting young women, particularly from Hindu families, through deception and coercion. According to police complaints and statements made by alleged victims in Uttar Pradesh, he and his associates were accused of luring women with promises of jobs, marriage, or financial assistance, after which they were allegedly subjected to exploitation, blackmail, and pressure to convert their religion. In several accounts that surfaced in the media, his name was linked to a broader network allegedly involved in forced religious conversions, fraudulent marriages, and intimidation.
