Lakshadweep has become the first Union Territory in the country to achieve 100 per cent completion of the Special Intensive Revision (SIR) including full distribution, collection, and digitisation of enumeration forms. The Election Commission of India (ECI), in a statement, said the UT’s achievement places it ahead of all other regions in the ongoing nationwide voter list revision exercise.
The SIR process, crucial for ensuring an accurate and inclusive voter registry, began on November 4, 2025, following an ECI directive issued on October 27. In just 24 days, Lakshadweep completed the entire operation across all ten islands, marking a record for both speed and efficiency.
A team of 55 Booth Level Officers (BLOs) conducted extensive door-to-door visits, ensuring no household was left out of the enumeration drive. The officers personally distributed SIR forms and assisted residents many living in remote, dispersed island settlements in filling them out.
To further streamline the process and strengthen transparency, the BLOs were backed by 133 Booth Level Agents (BLAs) appointed by various political parties, creating a coordinated electoral effort across the UT.
Recognising the logistical challenges posed by Lakshadweep’s geography, the administration organised special camps on every island, enabling faster collection and on-the-spot digitisation of completed forms. These camps played a pivotal role in completing the entire enumeration and digital entry process by November 28, well ahead of several mainland regions still midway through their revision cycles.
Electoral Registration Officer & ER Nodal Officer Shivam Chandra, IAS, attributed the success to seamless coordination between field officers, local administration, and community participation.
With 100 per cent SIR completion, Lakshadweep has now finalised all preparatory stages for the release of its revised voter list. The first draft of the updated electoral roll will be published on December 9, 2025, marking another crucial step in strengthening democratic participation in the islands.
