Bihar polls: ECI deploys more than 800 flying squad to address complaints, empower citizens to report poll-violation

The Commission has also setup a 24/7 complaint monitoring system with a toll free number for lodging complaints by public or political parties

New Delhi: Election Commission of India [ECI] has deployed more than 800 flying squads across Bihar to enforce the Model Code of Conduct and ensure complaints are addressed within 100 minutes, said the Commission in a press release issued on October 21.

“Citizens and political parties can also report violations using the C-Vigil App on ECINET,” added the release.

The poll body further informed that a total of 650 complaints have been lodged via the C-Vigil App in Bihar and other states and UTs holding bye-elections out of which 94 percent [649] were resolved within 100 minutes of lodging.

The Commission has also setup a complaint monitoring system with a toll free number [1950] for lodging complaints by public or political parties. The system is being monitored by the DEO/RO and operational 24/7.

The poll body informed that it has seized over Rs 71 crores worth of cash, liquor, precious metals and other freebies through a coordinated approach involving multi enforcement agencies across separate states and UTs.

Earlier in a separate statement issued, the poll body informed that in order to ensure a fair campaign environment, no political party, candidate, organisation, or person shall publish any advertisement in the print media on the poll day and one day prior to it unless the contents are pre-certified by the Media Certification and Monitoring Committee (MCMC) at the State/District level.

It noted that applicants seeking pre-certification for political advertisements in print media must apply to the MCMC no later than two days before the proposed date of publication of the advertisement.

To facilitate timely pre-certification, MCMCS at the State and district levels have been activated to examine and pre-certify such advertisements and ensure decisions are made expeditiously, it said.

Elections in Bihar are scheduled to take place in two phases on November 6 and 11, with announcement of results to be made on November 14.
