Russia’s Pivot to Asia: TNF 2026 expands Moscow’s energy technology drive across Asian and global markets

The emerging model combines Russian engineering, software, drilling and difficult-field expertise with foreign manufacturing capacity, financing, certification, local servicing and market access. The longer-term measure of success will be whether TNF agreements develop into serial production, joint ventures, localization, international certification and increased Russian technology exports

The XI International Industrial and Energy Forum (TNF 2026), held in Tyumen from September 14-17, marked a significant expansion of Russia’s industrial and energy-technology agenda. For the first time, TNF operated with full international status, positioning the forum as a platform connecting Russian oil-and-gas producers, technology companies, equipment manufacturers, universities and government institutions with foreign energy markets.

More than 18,000 participants from over 60 Russian regions attended, with approximately 80 per cent representing senior executives from the fuel-and-energy complex and related industries. Major participants included Gazprom, Gazprom Neft, LUKOIL, NOVATEK, Surgutneftegaz and leading oilfield-service companies. International participation included Kazakhstan’s KazMunayGas and QazaqGaz, Belarusian companies, China, Vietnam, Iran, Azerbaijan, Uzbekistan and the UAE’s ADNOC. More than 50 cooperation agreements, over 200 technology launches and more than 200 business meetings were reported by ‘Russia’s Pivot To Asia’.

TNF’s internationalization represents an expansion from 2025, when approximately 15,000 participants, 1,500 companies and three foreign delegations attended. The 2026 forum placed greater emphasis on international supplier qualification, technology exports, localization and industrial cooperation. The central economic challenge discussed at TNF was Russia’s increasing dependence on technologies for hard-to-recover oil reserves.

More than half of Russia’s oil reserves are classified as hard to recover, while roughly 30 per cent of 2026 production is associated with such resources. Oil production with condensate is projected at approximately 511 million tonnes in 2026, with Ministry of Economic Development baseline projections reaching 516 million tonnes in 2027 and 525 million tonnes in 2028–2029. Russia’s oil-and-gas equipment localization rate reached approximately 80 per cent by the end of 2025, with a target of 90 per cent by 2030 and an estimated 82 per cent in 2026.

The domestic oil-and-gas machinery market reached ₽294 billion in H1 2026 and could approach ₽800 billion for the full year. A roadmap covering 220 critical technologies has identified solutions for 170 positions; 55 technologies are reportedly in serial production, 56 are undergoing prototype testing and more than 80 R&D projects remain active.

‘Russia’s Pivot To Asia’ said that technology priorities included drilling automation, enhanced oil recovery, domestic polymers and chemicals, industrial software, artificial intelligence, cybersecurity, digital twins, robotics, unmanned monitoring, autonomous field systems, offshore technologies and energy infrastructure. Gazprom Neft and Tyumen State University expanded cooperation in robotics, permafrost production, intelligent monitoring, enhanced recovery and autonomous operations.

International cooperation increasingly focused on creating joint technology chains rather than simply exporting finished equipment. Kazakhstan provided a concrete energy-trade dimension: its planned Gazprom gas purchases were approximately 11 bcm in 2026, compared with 4 bcm in 2025, while around 9 bcm was being discussed for 2027. Russia and Kazakhstan are also developing the Ishim-Astana pipeline, potentially enabling Russian gas supplies of up to 6.3 bcm annually. China remains a major energy market.

During January–August 2026, Chinese imports of Russian LNG reached 5.15 million tonnes, up 28.2 per cent year-on-year, while oil imports reached 77.65 million tonnes, up 18.1 per cent. Russian LNG imports were valued at US$2.66 billion and oil imports at US$44.84 billion. The UAE offered another important route through ADNOC’s supplier-qualification process. Russian authorities reported positive technical conclusions for 60 INTI standards, with eight Russian manufacturers pre-qualified and seven undergoing qualification.

Additional opportunities were identified in Belarus, Iran, Vietnam, Azerbaijan, Uzbekistan, Algeria, Türkiye, Saudi Arabia and Bangladesh, particularly in drilling, gas infrastructure, digitalization, equipment localization, oilfield services and energy projects. Bangladesh’s 2026 tender for 26 offshore oil-and-gas blocks, with bids due November 30, provides a potential additional avenue for Russian participation. The strategic significance of TNF 2026 therefore lies in its attempt to transform Russian import substitution into export-oriented industrial cooperation.
