Patna: District Magistrate of Patna Thiyagarajan on July 28 suspected the role of some “mischievous” element behind the issuance of a residence certificate with the name ‘Dog Babu’.

Speaking to reporters, Patna DM said that the administration cancelled the certificate within two minutes after the anomaly was detected in the certificate.

“The matter is very serious. Some mischievous element has made such an attempt. The certificate was issued on July 24 at 3.56 pm and was immediately cancelled within two minutes at 3.58 pm,” District magistrate said.

He further mentioned that authorities, in coordination with the Cyber police station, are tracking the suspect, adding that necessary action is being taken against officials involved in the negligence.

“Whoever is involved in this, FIR is being filed against them, and action is being taken against them. The process to suspend them is underway. Through the cyber police station, we are also trying to find out who did this and why such an application was filed. We will investigate and take action against all those who are behind this,” the official added.

A residence certificate was issued with the name “Dog Babu” in Patna district. While the incident has sparked criticism about the security of the government’s Right to Public Services (RTPS) portal, many on social media  raised speculation about about the timing of the incident linking it with revision drive of ECI.

The district administration also said that a Sub-Divisional Officer (SDO) level inquiry has been initiated in the matter. “The Sub-Divisional Officer, Masaurhi, has been directed to conduct a detailed investigation of the entire matter and submit a report within 24 hours. Departmental and disciplinary action will be taken against the guilty employees and officers,” they added.
