New Delhi: A five-member High-Powered Enquiry Committee (HPEC), constituted by the Supreme Court to examine incidents of violence during July 2026 at Jantar Mantar in Delhi and at locations outside the capital, has invited complaints, representations and supporting evidence from affected persons, witnesses and other concerned stakeholders. The invitation was issued through a public notice published in The Times of India.
The notice, issued by the Member Secretary of the committee, explains the matters under examination and the procedure for submitting information. The Supreme Court constituted the panel through its order dated August 18, 2026, in Writ Petition (Criminal) No. 280 of 2026 and connected matters, and issued further directions on September 10.
According to the notice, the inquiry includes allegations concerning the use of pellet guns, targeted violence and harassment of female protesters, excessive violence, and destruction of property. The committee is to examine the questions identified in the Court’s orders, with priority accorded to specified issues.
The Supreme Court has permitted parties to the petitions to approach the committee with relevant material, documentary evidence and suggestions through its Chairperson. The notice also makes clear that others who possess information relating to the incidents may make submissions.
Complaints and representations may be submitted anonymously. The Court has directed that vulnerable witnesses be afforded protection and that their identities remain confidential. It has also called for strict confidentiality in relation to statements and evidence submitted by such witnesses.
The committee has provided an online portal, hpec.nic.in, with prescribed formats for submitting complaints, representations, documents and other relevant material. Persons who prefer to submit information physically may visit the HPEC office at Shiksha Sadan, 17, Rouse Avenue Institutional Area, New Delhi 110002, between 2 pm and 4 pm on working days.
Submissions can also be sent by post to that address or emailed to [email protected]. The public notice urges those with relevant information to respond without delay.
