Who’s sending Keralam’s youth to CJP protests in Delhi? Intelligence agencies launch probe into shadow mobilisation

Intelligence agencies are closely monitoring the growing movement of Keralam youths to CJP protests in Delhi, seeking details on their backgrounds, travel, funding, accommodation and possible organisational links

NEW DELHI: The growing mobilisation of young men and women from Keralam for protests in the national capital has come under the scanner of central intelligence agencies, with authorities seeking detailed information on the backgrounds of participants who have no apparent affiliation with established political parties or recognised student and youth organisations.

According to an intelligence report, hundreds of such individuals are travelling from Keralam to Delhi to participate in ongoing demonstrations, prompting agencies to seek answers on who is mobilising them, how their travel is being organised and who is providing logistical and financial support.

The development assumes particular significance in the wake of the CJP-led protest demanding the resignation of the Education Minister over the question-paper leak issue. Intelligence officials have reportedly raised concerns that the scale and organisation of the mobilisation were not adequately known to the authorities in advance.

Who is bringing the protesters to Delhi?

While recognised political and student organisations routinely provide information about the number and location of their members participating in demonstrations, intelligence inputs have reportedly identified a separate stream of young men and women from Keralam travelling to Delhi without any clearly declared political affiliation.

The agencies are now seeking details from the Keralam Police on the movement of these youths and the possible individuals or organisations facilitating their mobilisation.

The Keralam intelligence wing is also expected to prepare a detailed report covering the participants, their backgrounds, travel arrangements, local contacts and possible organisational links.

The central agencies are particularly interested in determining whether the mobilisation is genuinely spontaneous or whether an organised network is operating behind the scenes.

Former banned-group members under watch

The intelligence exercise is not limited to establishing the numbers of protesters. According to the report, individuals with alleged links to organisations considered extremist, as well as former members of banned organisations, are receiving particular attention.

Agencies reportedly suspect that some such individuals may be coordinating their travel and participation in the protests.

This does not, by itself, establish that every unaffiliated protester has extremist links. However, the intelligence inputs have triggered a wider effort to identify who is organising the mobilisation, who is financing it and what networks are being used to bring participants together.

Authorities are also seeking information on accommodation arrangements in Delhi and the local contacts through whom protesters may be connected to wider networks.

CJP protest raises intelligence concerns

The intelligence focus comes after concerns were reportedly raised over the authorities’ preparedness for the CJP protest seeking the Education Minister’s resignation over the question-paper leak.

The intelligence wing had pointed out that it did not receive sufficiently precise advance information about the protest, including details about its expected scale and mobilisation.

The episode has now prompted the Delhi Police to restructure and strengthen its intelligence-gathering mechanism for major demonstrations and organised public meetings.

The objective is to ensure that police and intelligence agencies are not caught off guard by sudden mobilisation, particularly when large numbers of people travel across state borders to participate.

Travel, funding and accommodation under scrutiny

The intelligence and special branches have reportedly been directed to build a comprehensive picture of the mobilisation. The information being sought includes:

  • The number of people travelling to Delhi from each state;
  • Their backgrounds and organisational affiliations;
  • Who is arranging their travel;
  • Organisations or individuals supporting the mobilisation;
  • Sources of financial assistance, if any;
  • Accommodation arrangements in Delhi;
  • Local contacts and networks;
  • The role of protest leaders and organisers;
  • Possible links with extremist or banned organisations;
  • Preparations for demonstrations and public meetings; and
  • The methods being used to bring participants together.

The agencies are also expected to identify key organisers and those arranging accommodation and other logistical support.
