zNEW DELHI: A viral controversy surrounding allegations of sexual harassment against Delhi Police ACP Vivek Bhagat has taken a sharp turn after the Delhi Police flagged purported CCTV visuals being circulated online as AI-generated and manipulated, warning that those spreading the material could face legal action.
The police, in a post on X, categorically rejected the authenticity of the purported CCTV image being circulated as evidence against the officer.

The fact-check comes amid an escalating political and social media campaign over allegations made by Rosy, an Instagram influencer and supporter of the CJP, who has described herself as an independent journalist. She alleged that ACP Bhagat sexually harassed her while she was covering the detention of AISA activist Neha Bora during the October 3 protest at Delhi’s Jantar Mantar.
Rosy alleged that the officer groped her, struck her on the chest and pushed her during the confrontation. Those allegations have not been independently established and remain subject to investigation.
Fake ‘CCTV’ image presented as evidence
The latest police intervention specifically concerns the visual material being circulated online. Delhi Police said the purported CCTV image was fake and generated or manipulated using artificial intelligence.
The warning is significant because the image had been circulated in a manner that could give viewers the impression that it constituted authenticated CCTV evidence of the alleged incident.
Delhi Police has urged citizens not to circulate such material and warned that dissemination of malicious or manipulated content could invite legal action against those responsible.
However, the fact-check does not, by itself, establish whether the underlying complaint against ACP Bhagat is true or false. The authenticity of the viral visual is a separate issue from the allegations made by Rosy.
Three complaints sent to Crime Branch
Delhi Police has said that complaints were received from three female journalists in connection with the incident and that they were transferred to the Crime Branch for a “fair and impartial enquiry”.
An FIR against ACP Bhagat had not been registered at the time of the information provided. The CJP has alleged that police officials cited the ongoing Crime Branch inquiry while declining to register an FIR.
The controversy has also drawn the attention of the Press Club of India, which expressed concern over allegations involving women journalists and called for appropriate action.
Viral videos under scrutiny
The allegations emerged during protests at Jantar Mantar demanding the resignation of Chief Election Commissioner Gyanesh Kumar over the Special Intensive Revision (SIR) of electoral rolls.
According to Rosy’s account, she was recording the detention of Neha Bora when the alleged incident involving ACP Bhagat took place. She later said she spent several hours at Parliament Street police station while seeking registration of an FIR.
CJP founder Abhijeet Dipke amplified the allegation on social media and demanded the immediate arrest of the ACP, alleging that the police were shielding their own officer.
At the same time, several videos showing the confrontation between protesters and police personnel have surfaced online. Based on the material described in the information available so far, those videos do not independently establish the alleged act of molestation or sexual assault.
Some footage also shows protesters confronting and pushing or heckling women police personnel during the standoff. Police can be seen asking protesters to move back before officers physically moved them away after they allegedly refused to comply.
That footage, however, cannot by itself disprove a separate allegation of sexual harassment. The question of what happened between Rosy and ACP Bhagat remains a matter for the investigating agency to establish through credible evidence, witness statements and other available material.
Manipulated content adds another layer to controversy
The situation has been further complicated by the circulation of AI-generated videos, images and misleading thumbnails purportedly depicting the alleged incident. The first such misleading material was reportedly circulated through an Instagram account named Ground Truth Media, operated by Rohit Kumar.
The circulation of fabricated “evidence” risks muddying an already sensitive investigation. It can simultaneously damage the reputation of the accused, undermine genuine complaints and make it harder for the public to distinguish verified evidence from digitally manufactured content.
