Madhya Pradesh: Home Minister Amit Shah vows drug-free state by 2029: Hails new criminal laws as justice-oriented

Home Minister speaks on new criminal laws in Bhopal and said that the core principle is justice, not punishment. He reiterated that the target is to deliver justice within three years, from FIR registration to the Supreme Court

BHOPAL: Union Home and Cooperation Minister Amit Shah on October 3, Saturday delivered two major messages from Bhopal on Madhya Pradesh’s law and order and social policy. He said that after 31 December 2029, there would be no place for drugs in Madhya Pradesh and that a detailed plan was being prepared to make the state drug-free. At the same time, describing the new criminal laws as justice-oriented, he said their core principle was ‘justice, not punishment’. Under the new system, the target is to deliver justice within three years, from the registration of an FIR to the Supreme Court.

Addressing the Gopalak Conference and inaugurating a police exhibition at the BHEL Dussehra Ground in Bhopal, Shah said he had come to assure the mothers of Madhya Pradesh that after 31 December 2029, there would be no place for drugs in the state for their sons and daughters. He said a detailed plan was being prepared to achieve this goal. Shah has consistently linked action against narcotic substances with internal security. In August 2026 as well, he had urged states to intensify the campaign against drugs and stressed the goal of a safe and drug-free India.

‘Justice, not punishment’ will transform the criminal justice system

Inaugurating the Madhya Pradesh Police exhibition based on the new criminal laws, Home Minister Amit Shah said that the criminal laws enacted during British rule were intended to protect the government and administration of that time. According to him, the new laws focus on the dignity of Indian citizens and the protection of their property and bodies. He said the new system places emphasis on making the process of justice time-bound. The Central Government has also made it clear regarding the new criminal laws that they prioritise speedy justice instead of delays, protection of victims’ rights and the use of technology.

The Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita and Bharatiya Sakshya Adhiniyam came into force on 1 July 2024. According to the government, following their full implementation, several procedures involving the police, prosecution and judiciary in the criminal justice system have been linked to specific timelines.

Message of ‘White Revolution’ among 35,000 cattle rearers

Shah also addressed a conference attended by around 35,000 cattle rearers from 11 districts. During the event, an allocation of around Rs 101 crore for gaushalas was announced. The virtual foundation stone was also laid for a dairy plant in Ujjain, which will be built at a cost of around Rs 255 crore. He said cooperatives could play an important role in increasing milk production in Madhya Pradesh. Lakhpati Gopalak Didis were honoured at the conference, while sanction letters were handed over to beneficiaries of the Dr Bhimrao Ambedkar Kamdhenu Yojana.

Target of collecting 5 million litres of milk

On the occasion, Chief Minister Dr Mohan Yadav said that the ‘White Revolution-2’ was being launched in Madhya Pradesh. The target is to increase the state’s current milk collection to 5 million litres per day. The Chief Minister said the dairy value chain would be strengthened through cooperative societies. According to the state government, around 8 million families in Madhya Pradesh are engaged in animal husbandry, and livestock rearing is being included among the key means of increasing farmers’ incomes.

Emphasis on breed improvement along with milk production

Shah also stressed breed improvement to increase livestock productivity in Madhya Pradesh. He mentioned the establishment of a central laboratory in Bhopal at a cost of around Rs 12 crore, as well as the plan for a mini dairy plant in Shivpuri. According to him, work will be undertaken to increase the number of female calves and further boost milk production through sex-sorted semen technology.

Congress also comes under fire

In his address, Shah also targeted the Congress and cited figures while highlighting the achievements of the Central Government. He said that milk production in the country had increased over the past decade. According to him, per capita milk availability had also risen from 307 grams in 2014-15 to 485 grams. He said Uttar Pradesh, Rajasthan, Madhya Pradesh, Gujarat and Maharashtra were among the country’s leading milk-producing states. Shah’s programme in Bhopal brought three major issues into focus at the same time, the target of making Madhya Pradesh drug-free by 2029, the move towards time-bound justice through the new criminal laws, and the state’s plan to increase milk collection to 5 million litres per day.

Competition for outstanding cattle rearers in every block

Chief Minister Dr Mohan Yadav announced that livestock competitions for advanced cattle rearers would be organised in selected ‘Vrindavan villages’ across all 313 blocks of the state. The first prize will be Rs 1 lakh, the second Rs 50,000 and the third Rs 25,000.

The Chief Minister also mentioned arrangements for mobile hospitals for the treatment of animals and schemes for the protection of disabled cows in gaushalas. He also spoke of increasing the subsidy for cows.
