New Delhi: The Union government has introduced new regulations to establish Indian Standard Time (IST) as the common official time reference for legal, administrative, commercial and other official purposes across the country.

The Department of Consumer Affairs notified the Legal Metrology (Indian Standard Time) Regulations, 2026, on August 27. The regulations will come into force 180 days after their publication in the Official Gazette, giving government departments, businesses and other organisations time to make the required technical changes.

The move is part of the Centre’s “One Nation, One Time” initiative and aims to synchronise clocks used by critical sectors, including banking, digital payments, telecommunications, railways, transportation, power grids, government systems and emergency services.

What is changing if India already follows IST?

The government is not changing India’s time zone or the time displayed on clocks and mobile phones. Instead, the new regulations establish a common framework to ensure critical systems synchronise their clocks to the same official IST reference.

Accurate time is essential for systems that need to record exactly when an event or transaction occurs. Digital payments, banking transactions, railway operations, telecommunications networks, power grids and government records all depend on precise timestamps.

Differences between the time sources used by various systems can create discrepancies in how transactions and events are recorded and coordinated. A unified time reference is therefore expected to improve the accuracy and coordination of critical services.

The government expects the system to provide:

-More precise timestamps for banking and digital payments
-Better coordination across railways, airports and other transport networks
-Reliable time synchronisation for telecommunications and internet services
-Precise timing control in power systems
-Consistent timestamps for government and legal records
-Improved coordination of emergency and other time-sensitive services
-NavIC to support domestic time synchronisation

The government is also developing national infrastructure to distribute IST accurately to critical systems. NavIC, India’s satellite navigation system, along with other approved Indian time-reference sources, may be used for secure and reliable timekeeping.

The initiative is also intended to reduce India’s dependence on foreign satellite-based time sources currently used by some systems to maintain clock accuracy. A domestic IST distribution network would provide critical infrastructure with a reliable Indian source of precise time, strengthening technological and strategic self-reliance.

White Rabbit technology being tested

The government has already started developing and testing the required infrastructure. Under the “One Nation, One Time” initiative, an IST distribution network based on White Rabbit technology was commissioned at the Regional Reference Standards Laboratory (RRSL) in Bengaluru in July 2026.

According to the Department of Consumer Affairs, the system has demonstrated its ability to distribute precise IST across sectors including banking, telecommunications, power supply, transportation and digital governance.

180-day transition period

The implementation will not happen overnight. Government agencies, businesses and other organisations will have 180 days from the publication of the regulations in the Official Gazette to assess their existing systems and make the necessary technical adjustments.

For ordinary citizens, there will be virtually no visible change. Mobile phones, wristwatches and wall clocks will continue to display IST as they do today. The major change will take place behind the scenes, as critical infrastructure and digital systems begin synchronising with a single official Indian time reference. In essence, India is not adopting a new time zone. The government is creating a unified system to ensure that the country’s critical systems operate according to the same precise clock.
