UP Plans Cow-Based Enterprises in All 75 Districts Under ‘One District-One Innovation’ Model

LUCKNOW: To link cattle conservation with economic development, the Uttar Pradesh government under CM Yogi’s leadership is preparing to establish district-specific cow-based industries across Uttar Pradesh. The initiative, which will be implemented under the “One District-One Innovation” framework, will transform the cow shelters into centres of production, entrepreneurship and employment generation. The initiative is based on a detailed statewide evaluation carried out by the Uttar Pradesh Cow Service Commission to assess the capacity and resource potential of cow shelters across all districts. The exercise examined factors including available land, cattle population, water resources, existing Panchgavya units and market prospects to determine the most viable cow-based economic activities for each region. The assessment will be the foundation for district-specific innovation models which align with local resources, demand patterns and employment potential.

The initiative is expected to broaden the role of cow shelters across the state. Instead of being limited to cattle conservation, they will be developed into resource-based centres that contribute to local employment, natural farming practices and the production of marketable cow-derived products. It will also improve the financial sustainability of gaushalas by creating revenue-generating activities linked to cattle-based products and services.

According to Uttar Pradesh Cow Service Commission Chairman Shyam Bihari Gupta, innovation models are being designed separately for each district based on local strengths and requirements. Depending on resource availability and market demand, districts may focus on activities such as biogas generation, eco-friendly paint manufacturing, organic manure production, vermicomposting, Panchgavya products and other cow dung-based enterprises.

The district-focused approach is expected to encourage the establishment of small-scale industrial units at the local level, and create multiple new income opportunities for rural communities. By promoting enterprises that utilize cattle-derived resources, the Uttar Pradesh government will generate employment while supporting environmentally sustainable practices.

A key feature of the programme is the involvement of women and youth. Through targeted skill-development initiatives, self-help groups and young entrepreneurs will be trained in production, value addition, processing and market linkage activities. The objective is to create a skilled local workforce capable of driving cow-based enterprises, generating income and contributing to the long term sustainability of the initiative.

Officials said the initiative is also expected to encourage natural farming by increasing the availability of organic products within districts. Items such as organic manure, Panchgavya products and other natural farm inputs could help farmers reduce their dependence on chemical-based fertilizers and farming practices.

If successfully implemented, the model could help cow shelters become financially self-sustaining while contributing to local economic growth. The government also expects each district to develop a unique identity based on its chosen cow-based industry, creating opportunities for branding and market expansion. By leveraging locally available resources, the programme aims to create a model that benefits both cattle welfare and the rural economy.
