Keralam: VHP alleges state Director of Public Instruction officer Asif K Yousuf holds ‘fake IAS’ position

VHP state general secretary Adv. Anil Vilayil has alleged that Keralam DPI (Director of Public Instruction) Asif K. Yousuf holds a fake IAS position and should therefore be expelled from the post with immediate effect. Anil Vilayil said that Asif is an IAS officer of the 2015 batch; still, even after 10 years, he has not completed his probation.

However, he was appointed during the first Cabinet meeting of the V.D. Satheeshan government, allegedly at the behest of the Indian Union Muslim League. VHP alleged that it was done for playing second fiddle to the corruption of the Muslim League. It was like setting a fox to guard the geese.

Dr. Anil Vilayil alleged that Asif K. Yousuf obtained IAS by hiding details of his assets and facilitating a Non-Creamy Layer Certificate under the OBC category. He is the son of K.K. Yousuf, the proprietor of a textile business chain, and is also a shareholder in the business. Their family assets, according to the Income Tax Assessment, are Rs 73,73,84,640, slightly less than Rs 74 crore.

Despite being a partner in such a business giant, he had declared, when he applied for the Civil Services, that he belonged to the OBC Non-Creamy Layer section, that his income was less than Rs 1,80,000, and that he was not an Income Tax payer.

He submitted before the Union Government a fake Income Certificate and Non-Creamy Layer Certificate, which he allegedly ‘organised’ by influencing the then Kanayannoor Tehsildar (Ernakulam district).

Adv. Anil Vilayil added that Tom Jose and Bishwas Mehta, the Chief Secretaries of those days, came to know about it and, after necessary enquiries, were convinced that Asif was not an eligible candidate.

They sent an enquiry report to the Centre stating that Asif was not eligible for the OBC Non-Creamy Layer Certificate and that the certificate was fake. Accordingly, the government cancelled those certificates. Adv. Anil Vilayil said that his IAS status was also cancelled in this connection.
