ABVP hails stay by Supreme Court on UGC ‘Promotion of Equity in HEIs Regulations, 2026’

NEW DELHI: Akhil Bharatiya Vidyarthi Parishad(ABVP) welcomes the interim stay granted by the Hon’ble Supreme Court on the University Grants Commission (Promotion of Equity in Higher Educational Institutions) Regulations, 2026. This order is significant because it helps dispel the widespread ambiguity surrounding UGC equity regulations across the country while reaffirming the constitutional principles of equality and fairness. The decision is also in consonance with ABVP’s earlier statements seeking clarity from the UGC regarding these regulations. As a result of the stay, the UGC Regulations of 2012 on the subject shall continue to remain in force.

ABVP believes that the UGC and all educational institutions must preserve the intrinsic spirit of democracy, in which every citizen enjoys equal rights, and India progresses as a society free from discrimination and rooted in equity. This position was clearly articulated by ABVP in its earlier statement, which called for clarity and balance in the newly notified regulations. The decision of the Hon’ble Supreme Court bench was much needed, particularly in the present context where widespread ambiguity regarding the regulations had the potential to create discord among different social groups. ABVP firmly maintains that academic campuses should always remain spaces that are positive, inclusive, non-discriminatory, and guided by democratic values.

The National General Secretary of Akhil Bharatiya Vidyarthi Parishad, Dr Virendra Singh Solanki, stated,“The Hon’ble Supreme Court’s stay on the UGC regulations is a welcome step. ABVP has consistently stood for equity, harmony, and equal opportunities within educational campuses. Any lack of clarity or balance in regulations issued by the UGC can lead to confusion and discontent among students. The Court’s intervention is timely and will help create a constructive environment for dialogue and deliberation. ABVP appeals to all sections of society, students, and educational institutions to maintain peace, restraint, and harmony, and to move forward towards solutions through constructive dialogue in the interest of the nation.”
