The nationwide launching of VoWiFi services comes at a time when Bharat Sanchar Nigam Limited is experiencing a financial and market turnaround, indicating that the modernization of the networks is yielding tangible results. By adding 5.5 million new customers within a year due to the price escalation of private players and the resultant 4G footprint, BSNL’s subscriber base improved from 8.4 crore in June 2024 to near 9 crores as of December 2024 towards the end of 2024.

BSNL’s profit accounts into a net profit of ₹280 crore during the Q4 FY25 after a net profit of ₹262 crore during the Q3 FY25, which registers the second consecutive profitable quarter for the company after a series of losses. BSNL net loss for FY25 has reduced to ₹2,247 crore, a sharper decline of 58 percent compared to previous years, EBITDA is more than doubled to approximate ₹5,396 crore during FY25.

What is VoWiFi and why it matters

VoWiFi is a technology that allow users to make and receive voice calls and text messages over a Wi-Fi network instead of relying on a cellular tower. Internet calling apps, VoWiFi works directly through the phone’s existing mobile number and default dialer without any third-party application. The service is IMS based or IP Multimedia Subsystem, which allows seamless handover from Wi-Fi to mobile and vice-versa as calls will continue uninterrupted when a user moves in or out of Wi-Fi coverage.

VoWiFi is a solution for a typical Indian problem of dropped calls or poor voice quality in homes, offices, basements, hospitals and concrete buildings where a cellular signal cannot easily pass. As long as a reliable Wi-Fi connection is available, it is a result of the BSNL Bharat Fiber plan or any other plan for that matter, people are able to talk easily. The ₹47,000 crore plan encompasses improved version of 4G and 5G, this is where VoWiFi comes in. With support of upgraded version VoWiFi will work.

How VoWiFi benefits common citizens

For the citizens, the implications of VoWiFi are direct. It enhances the quality of calls, even in low-signal areas, users will be able to enjoy the benefits of clear voice communication. It also guarantees an uninterrupted flow of the Internet in rural areas where mobile phone towers are few but Wi-Fi is present. BSNL has made the VoWiFi service free of cost to the customer. There are no additional charges to make calls via Wi-Fi. The cost free digital upgrade will not add to the expense of customers on the network.

For school going children enrolled in online classes from semi urban and rural areas, VoWiFi provides connectivity with their school and teachers. For professionals working from home, it helps remove the hurdle of dropping calls during official meetings. For senior citizens and patients in hospitals and high rise apartments, it allows reliable connectivity with their families and in times of emergencies.

VoWiFi also has positive impacts on society in cases where there are emergencies and disasters. In situations where mobile networks are congested or when there is a disruption in mobile services, Wi-Fi calls provide an alternative means of communicating to those who urgently need it.

Eliminating network congestion and maximizing efficiency

From a technical viewpoint, VoWiFi is helpful for cellular traffic offloading into a Wi-Fi system. This action helps to mitigate cell tower traffic congestion and improve overall cellular traffic efficiency. The act of offloading traffic is vital in densely populated regions where bandwidth is constrained and cellular traffic demand is high.

Such optimization in India with the second largest telecommunication user base in the world. One of the biggest advantages of VoWiFi is the intelligent usage of the existing infrastructure rather than relying upon costly expansion via the spectrum.

The role of government and public sector leadership

The VoWi-Fi rollout also reflects the broader role taken by the Government of India in strengthening the digital infrastructure through public sector institutions. Indeed, BSNL has traditionally borne the responsibility for connecting remote, border, and unserved areas of the country where private players find operations commercially unviable.

By launching VoWiFi services pan India, BSNL is part of the government’s endeavor towards inclusive digital access to make sure no technological dividends stop at metros but reach villages, hill regions, and inaccessible areas. This initiative is part of the broader government initiative on digital transformation in which connectivity has been treated as a public utility akin to education, healthcare or governance necessary for economic participation.

One other notable point about VoWiFi is that it’s part of BSNL network modernisation programme, signalling thereby that public sector telecom is moving ahead with newer, contemporary technologies rather than remaining bound by legacy issues. This strengthens strategic autonomy in telecommunications and reduces over dependence on private networks alone.

Ease of use and accessibility

The ease of implementation of VoWiFi is another of its advantages. Most contemporary smartphones support the functionality of Wi-Fi Calling. The customer needs to do is turn the Wi-Fi Calling feature on in their mobile phone setting options. BSNL has made it easy for customers to opt for this facility through their help desk number (1800-1503).

If VoWiFi seems like a technology based offering, its implications tend to be vast. VoWiFi improves last mile connectivity; amplifies lives; drives digital inclusivity; and reiterates the importance of public networks as tools for nation building initiatives. For people like millions of Indians, VoWiFi tenders a quieter revolution with regard to staying connected with their lives despite various disturbances with network connectivity constraints.

With India migrating toward becoming a digitally empowered nation, projects such as BSNL’s pan India VoWiFi rollout offer critical insights into how focused technological intervention, through government vision, is helping impact citizens’ lives without adding to their expenses. In this respect, it’s clear that Wi-Fi Calling is much more than an overhaul on the telecom front. In essence, it’s helping India become a connected and resilient
