Zohran Mamdani appoints Ramzi Kaseem as the Chief Counsel of New York

Zohran Mamdani, the newly sworn-in Mayor of the New York city of the United States of America who is hitherto infamous for his radical and strong Islamist ideological assertions has yet again made a controversial move. He has appointed Ramzi Kaseem as the new Chief Legal Advisor for New York City. Apparently, this new Chief Counsel for the city is infamous for defending and advocating a terrorist linked to the Al Qaeda terror network. He is also known for defending against the anti-immigration laws and other most serious crimes in the country.

This appointment by Zohran Mamdani, thus raises serious questions regarding the political and ideological motive of the newly elected Mayor. When Zohran Mamdani announced the name of Ramzi Kaseem as the city’s next chief counsel, he cited the appointment as marking a “new era” in the political and legal discourses of the city. He hailed the expertise of Ramzi Kaseem in the domain of civil rights law, immigration advocacy and government service. However, the political experts raised serious concerns and risks underlying the appointment, analysing the legal and institutional legacy of Ramzi Kaseem. Questions were raised regarding the true intention behind the appointment. Is it for legal convenience or to impose radical ideological exclamations?

Ramzi Kaseem is known to have taken up the cases that were generally avoided by other legal fraternity. He has worked as a lead legal counsel for Ahmed al-Darbi who is linked to the Al Qaeda terror network. The terrorist pleaded guilty before the US military commission in a conspiracy related to terror activity in 2002, where an attack was espoused on a French oil tanker MV Limburg, off the coast of Yemen. This terror conspiracy had led to the death of a civilian and severely injured several others. Ramzi Kaseem and the legal professionals who defend terrorists assert that the legal representation is the rule of law even for those who are acquainted in most serious crimes. On these lines, Ramzi Kaseem defends terrorists as well, who are a threat to national security and global peace.

Ramzi Kaseem also works to defend the rights of immigrants. In 2025, he represented a Columbia University student who was detained by the federal immigration authorities amid the campus protest with respect to the war in Gaza. Thus, Ramzi Kaseem is known for his strong advocacy towards immigration devoid of national security protocols and is even accused of antisemitism as well. He is also known as a politically and ideologically inclined lawyer. In his new role, as the lead counsel for the New York city, Ramzi Kaseem will look into litigations affecting housing, policing, immigration, civil rights etc.

Apparently, the New York administration is at odds in these domains and frequently encounters face-offs with the state and federal authorities. But, given their legal and political history, in what course will Mayor Zohran Mamdani and Ramzi Kaseem take forward the legal discourses of the New York city, is a serious apprehension. Will it be a legal battle or an attempt to impose radical ideological assertions has to be awaited and witnessed. Meanwhile, experts reiterate that the appointment is less about administration and more about ideological infliction.
