GORAKHPUR: Uttar Pradesh has inaugurated its first Jal Arpan Village in Gorakhpur’s Vantangia area under the Central Government’s Har Ghar Jal scheme. The initiative ensures that every household in the village now has access to clean and safe tap water, with the responsibility for maintaining and managing the system being handed over to the local community. This milestone project symbolizes a major change from dependency on government-managed utilities to a sustainable, community-driven model, empowering villagers to oversee the operation and maintenance of their water resources independently.
The Vantangia village in Campierganj block of Gorakhpur is the first in the state to receive this status under the Jal Jeevan Mission. It is now being seen as a pilot project that could inspire similar models across Uttar Pradesh. The initiative was developed after a three-month successful trial run in the village, which confirmed that the system could operate efficiently under community management.
Officials from the Jal Shakti Department inspected the progress of the project and expressed satisfaction over the water quality, supply regularity, and community participation. The model is expected to be replicated in other villages once the results from the Vantangia experiment are fully analyzed.
The Jal Arpan initiative is an extension of the Har Ghar Jal mission which was launched under the Jal Jeevan Mission by the Government of India. It aims not just to provide piped drinking water but to ensure that communities take ownership of the system to maintain it in the long term.
According to officials, the Jal Arpan Village model will ensure continuous water availability, purity, and accountability at the village level. Villagers have been trained to monitor water supply systems, manage minor repairs, and test water quality regularly. The Panchayat-level committee, known as Pani Samiti, will be responsible for managing the operations. The system is equipped to maintain a consistent supply, backed by technology and local manpower. It is also expected to generate employment opportunities by involving trained villagers in maintenance and monitoring tasks.
What sets the Jal Arpan model apart is its focus on sustainability. The scheme emphasizes uninterrupted water supply and long-term functionality through regular maintenance, community participation, and awareness. Officials have stated that water quality will continue to meet prescribed standards, and the operation cost will be managed through nominal user charges collected by the Panchayat. These charges will help cover repair and maintenance costs, ensuring the scheme’s sustainability without excessive government intervention.
At the state level, around 1,000 water supply projects are being developed under the Jal Jeevan Mission to cover every household. The Jal Arpan Village concept will now be integrated into these upcoming projects to ensure self-reliance in the management of drinking water infrastructure. At the state level, Uttar Pradesh has achieved 100% tap water supply in over 51,000 revenue villages, while 26,531 villages have already been officially certified as Har Ghar Jal, marking a major milestone under the Jal Jeevan Mission.
The Har Ghar Jal mission, launched by Prime Minister Narendra Modi, aims to provide functional household tap connections (FHTCs) to every rural household by ensuring a reliable supply of safe and adequate drinking water. The success of the Jal Arpan Village concept aligns with this broader national goal of making India water-secure. Officials from the Prime Minister’s Office are also monitoring the progress of the model village, given its potential to become a national example for community-led water management.
The Jal Arpan approach fits seamlessly with the Prime Minister’s Viksit Bharat 2047 vision promoting self-reliant villages, improved infrastructure, and people-driven governance.
Residents of Vantangia village expressed pride in being chosen for the pilot project. Every household now has its own tap connection, and villagers no longer need to rely on handpumps or unsafe water sources. The shift has not only improved health and hygiene but has also fostered a sense of ownership among the people.
The ceremonial handover of the Jal Arpan Village project in Vantangia is scheduled for December 26, where local MP and actor Ravi Kishan will be the chief guest. He is expected to felicitate the community leaders who have played an active role in maintaining the system during its pilot phase.
Officials confirmed that after the successful launch in Gorakhpur, the Jal Arpan model will be expanded across districts like Maharajganj, Deoria, Basti, and Sant Kabir Nagar, where similar rural infrastructure projects are already underway. The government also plans to integrate the Jal Arpan scheme with other rural development programs, such as Swachh Bharat Mission (Gramin) and Amrit Sarovar Yojana, to create a holistic ecosystem of cleanliness, sustainability, and resource management.
