Lucknow: Following intelligence from the Foreigners Regional Registration Office (FRRO), Lucknow, an FIR has been registered against senior officials of Lucknow’s 127-year-old Islamic seminary, Darul Uloom Nadwatul Ulama, for allegedly violating foreigner registration laws by failing to report the presence of a foreign national on campus.

The case concerns a Philippine citizen, Mohammad Aron Sarip, who visited the institution last week. According to the FIR filed at Hasan Ganj police station by Sub-Inspector Surendra Singh, Sarip stayed at the Mahadul Ali hostel from November 30 to December 2 while visiting another Philippine student, Mohammad Yasir, residing at the hostel. During his stay, he reportedly visited various locations in Lucknow.

Police allege that the college administration, including Principal Maulana Abdul Aziz Nadvi, Sub-Registrar Haroon Rashid, hostel warden Mohammad Qaiser Nadvi, and security personnel, deliberately failed to inform the local police and FRRO about Sarip’s arrival and stay.

A senior official noted, “This was despite a prior notice issued by FRRO Lucknow on October 14, 2024, mandating immediate reporting of any foreign students or visitors.”

Sources added that Sarip had entered India on a tourist visa but attended a Tablighi Jamaat meeting in Delhi on December 3. Though his visa permitted him to stay until December 28, he reportedly left on December 5 after learning that authorities were searching for him for a visa violation.

The FIR states that the mandatory Form-C, required for reporting foreign visitors, was neither filled nor submitted, and Sarip’s entry was not recorded in the hostel register. Police allege that this oversight allowed him to reside on campus without completing the necessary documentation.

The college management has been booked under Sections 318 (cheating) and 61 (criminal conspiracy) of the Bharatiya Nyaya Sanhita, along with Sections 5 of the Registration of Foreigners Act, 1939, and 7 of the Foreigners Act, 1946. Authorities have described the negligence as deliberate, raising concerns about a serious breach of national security protocols. Investigations are ongoing.
