In the wake of the devastating Pahalgam terrorist attack in April 2025, which claimed the lives of 26 tourists, mostly Hindus, India launched a comprehensive diplomatic initiative to expose and counter Pakistan’s alleged role in sponsoring terrorism over the past four decades. This multifaceted campaign, anchored by the military response termed Operation Sindoor, aims to consolidate international support and present a unified national stance against cross-border terrorism.

Operation Sindoor: A Decisive Military Response

Operation Sindoor marked a significant shift in India’s counter-terrorism strategy. In response to the Pahalgam attack, Indian forces conducted precision strikes on nine identified terrorist camps located in Pakistan and Pakistan-occupied Jammu and Kashmir. This operation, reminiscent of the 2019 Balakot airstrikes, underscored India’s resolve to dismantle terror infrastructure beyond its borders and signaled a departure from previous restraint.

Strategic Diplomatic Outreach

Complementing its military actions, India has embarked on an extensive diplomatic outreach to garner global support. Beginning May 23, seven all-party delegations comprising 59 Members of Parliament and former ministers are set to visit 25 strategically selected countries, including permanent and non-permanent members of the United Nations Security Council (UNSC) and other influential nations. The selection of these countries was based on their geopolitical significance and their roles in international counter-terrorism efforts. The objective is to present a cohesive narrative highlighting Pakistan’s alleged involvement in terrorism and to reinforce India’s position as a victim of such acts.

Unified Political Front

The composition of these delegations reflects a concerted effort to present a united political front. Prominent leaders from various political parties, including Shashi Tharoor (Congress), Supriya Sule (NCP), Kanimozhi (DMK), and Ravi Shankar Prasad (BJP), are leading these missions. Despite initial reservations and internal disagreements within parties, many leaders have emphasised the importance of national interest over partisan politics., highlighting the overarching priority of national security.

To ensure consistency in messaging, the Ministry of External Affairs has provided detailed briefings to all delegation members. These sessions, led by Foreign Secretary Vikram Misri, cover key talking points, including the specifics of the Pahalgam attack, the objectives and outcomes of Operation Sindoor, and India’s broader stance on terrorism. The aim is to equip delegates with a comprehensive understanding to effectively communicate India’s position to foreign governments and international organisations.

Anticipated Countermeasures by Pakistan

In response to India’s diplomatic offensive, Pakistan has announced plans to launch its own international outreach. Led by Foreign Minister Bilawal Bhutto-Zardari, Pakistan aims to present its perspective and counter India’s narrative on the global stage. This move is seen as an attempt to mitigate the impact of India’s campaign and to assert its own stance in international forums.

Meanwhile, Pakistan will remain a UNSC member for next 17 months, it would use the platform to propagate its false narrative. Hence, the government chose these nations to present India’s side of the story. The neighbouring nation, at several occasions in the past, has used the platform to make anti-India remarks to push its narrative.

India’s comprehensive approach, combining military precision with strategic diplomacy, underscores its commitment to combating terrorism and holding perpetrators accountable. By mobilizing political consensus and engaging with key international stakeholders, India seeks to isolate Pakistan diplomatically and reinforce its position as a nation resolutely opposing terrorism. This initiative not only addresses immediate security concerns but also sets a precedent for unified national action in the face of external threats.
