Kerala: Joint commissioner’s report finds no evidence of bribery in ADM Naveen Babu case

In a recent development, Land Revenue Joint Commissioner A. Geeta has confirmed that no evidence supports claims of bribery involving Additional District Magistrate (ADM) Naveen Babu. The inquiry, initiated by the state government following ADM Naveen Babu’s mysterious death on October 15, was led by the Joint Commissioner to examine all circumstances surrounding the incident.

The inquiry report notes statements made by District Collector Arun K. Vijayan, who disclosed to the Joint Commissioner that ADM Naveen Babu had confided to him after a farewell event on October 14, suggesting he had made a “mistake.” The specifics of this “mistake” remain undisclosed, and the report does not address the Collector’s statement on this matter.

Now, with the Joint Commissioner’s report submitted to the Chief Minister by the state revenue minister, further details have emerged. The report clarifies there is no evidence of deliberate delay by ADM Naveen Babu in issuing a No Objection Certificate (NoC) for a petrol station, nor any indication of bribe acceptance.

The Collector has taken the position that, if deemed necessary, an additional inquiry into his statement regarding the “mistake” could be conducted. He has also advocated for an investigation into allegations raised by ADM Naveen Babu’s family, suggesting that police involvement may be warranted.

ADM Naveen Babu’s family has reportedly expressed dismay over the Collector’s recent statements. Meanwhile, discussions are underway regarding potential actions by the government, with reports indicating that both the Revenue Minister and Revenue Department favor transferring the Collector. However, the final decision rests with the Chief Minister, whose stance will be crucial in determining the next steps in the case.

The case began with the tragic death of ADM Naveen Babu, found in his official residence in the early hours of October 15. The event shocked the district, as Naveen was widely respected for his commitment to duty. The reasons for this tragic death are allegedly linked to a humiliating speech made by CPM leader and Kannur District Panchayat President P.P. Divya, in the presence of Kannur District Collector Arun K. Vijayan during a farewell meeting of the Naveen Babu. Currently, CPM leader Divya is in police custody.
