Robbery by police on duty: Assam police dismissed constable Rouchan Ali and Ashraful Alom from service

Guwahati: In a bid to make police more public friendly and crime free, Assam police have been taking some tough decisions in recent times. As a part of the reform process, Assam police have dismissed at least 6 personnel from service for their involvement in anti-social activities. The dismissed police personnel have disobeyed the police rules and regulations which were not acceptable by police manuals, DGP office said.

On February 1, 2017 constable Rouchan Ali and constable Ashraful Alom and others and a group of individuals were involved in a robbery, looting Rs 1.70 lakhs from Jagdish Debnath in Tukura, under Agia police station in Goalpara district.

Victim Debnath promptly filed a written FIR, and the Goalpara Police took immediate action by registering a case (Agia PS Case No. 17/2017 U/S 394 IPC). Sub Inspector Ananda Rabha of Agia PS, swiftly arrested the accused individuals, constable Rouchan Ali, constable Ashraful Alom, and constable Samir Jalal, and they were remanded to judicial custody.

Furthermore, Departmental Proceedings (DP No. 02/17 and DP No. 03/17) were initiated against constable Ashraful Alom and constable Rouchan Ali. During the departmental enquiry conducted by the assigned Enquiry Officer (EO), it was determined that constable Rouchan Ali and constable Ashraful Alom were guilty of serious misconduct.

As constable Ashraful Alom and constable Rouchan Ali had been transferred to South Salmara Mankachar district. In the meantime, the completed Departmental Proceedings, along with the EO’s findings, were forwarded to the Disciplinary Authority and Superintendent of Police (SP), South Salmara Mankachar district. The Disciplinary Authority and SP, South Salmara Mankachar accepted the EO’s findings and dismissed both constable Ashraful Alom and constable Rouchan Ali from service.

On the other hand constable Miachand Ali, who was arrested by Anti-Corruption and Vigilance wing of Assam police on 28.09.2022, while taking bribe at DGP office in Guwahati, has been dismissed from service vide order dated 17.04.23 on charges of major misconduct after due departmental proceeding by an enquiry committee.

Likewise, Constable Swaraswati Hasnu, was dismissed from service on 16-05-2023 after a DP in a case relating to deposit of money by Sub Inspector Badri Baruati in her account. Sub Inspector Nipu Kalita was also dismissed from service on 27 June for some serious misconduct including receiving bribes. On 28 June DGP Assam police had dismissed Inspector Biman Roy for sexually harassing a minor girl inside Ghagrapar police station in Nalbari district. A case was filed against Biman Roy under POCSO act and the accused is absconding. On 2nd July, Vigilance and Anti-Corruption wing of Assam police trapped and arrested red handed ASI Joynal Ali, of Sualkuchi Police Station. The arrested ASI was demanding bribes from the complainant for granting bail. VAC team trapped Joynal Ali with chemical coated currency and when he accepted the money as bribe from the complainant, VAC arrested him red handed with his finger prints marked in the chemical coated currencies. Necessary legal action is being taken against the accused police person.

Assam police DGP G P Singh said, “We want to emphasise that Assam Police has a zero-tolerance policy for such actions within our organisation. We remain committed to upholding discipline and safeguarding the values we hold dear.” The process of dismissal of Assam Police personnel involved in serious crimes will continue, following due process, until the reforms are implemented, DGP Singh added.
