In its first move against Chinese companies, the Biden administration has blacklisted seven Chinese entities from obtaining US tech. These entities are accused of building supercomputers to help its Military.
On Thursday, US’ Department of Commerce’s Bureau of Industry and Security (BIS) added seven Chinese
supercomputing entities to the Entity List for conducting activities that are contrary to the national security or foreign policy interests of the United States. These are: Tianjin Phytium Information Technology, Shanghai High-Performance Integrated Circuit Design Center, Sunway Microelectronics, the National Supercomputing Center Jinan, the National Supercomputing Center Shenzhen, the National Supercomputing Center Wuxi, and the National Supercomputing Center Zhengzhou.
The US Dept. of Commerce in its press release, stated that these entities are involved with building supercomputers used by China’s military actors, its destabilizing military modernization efforts, and/or weapons of mass destruction (WMD) programs.
U.S. Secretary of Commerce Gina M. Raimondo in a statement said – “Supercomputing capabilities are vital for the development of many – perhaps almost all – modern weapons and national security systems, such as nuclear weapons and hypersonic weapons. The Department of Commerce will use the full extent of its authorities to prevent China from leveraging U.S. technologies to support these destabilizing military modernization efforts.”
After being blacklisted, these Chinese entities have to obtain licences to access American technologies, including chip infrastructures designed by Intel and other U.S chipmakers. The Trump administration had blacklisted dozens of Chinese companies suspected of using American technology for military uses, including phone maker Huawei.
While the blacklist bars US-based companies from providing services and products to Chinese firms, it doesn’t bar those that are produced in facilities outside of the US.
