Islamabad: Just 15 months after India gave a befitting reply to Pakistan and its state-sponsored terrorism, dismantled terror infrastructure & bases via precision strikes during Operation Sindoor, the Markaz Subhan Allah complex in Pakistan’s Bahawalpur — a key headquarters of the UN-designated Jaish-e-Mohammed (JeM) terror outfit, has been extensively rebuilt and is operationalised. Reports suggest that the reconstruction of the terror base is sponsored & supported by Islambad & notorious ISI.
Visuals accessed by multiple media outlets show rebuilt domes, newly plastered and painted walls, polished marble flooring and repaired sections of the central hall that were heavily damaged in the May 2025 strikes by India. Pakistani authorities reportedly provided around PKR 25 crore to JeM for the reconstruction, with approximately PKR 11 crore reportedly spent on the central hall.

The visuals surfacing from the terror infrastructure gigantically towering deep inside the Pakistan territory, clearly testifies & reflects Pakistan’s unequivocal support to terrorism. Just 15 months after a major devastation and destruction how can a humungous terror infrastructure rise in the country without government support? This evidently exposes how terrorism runs deep in the roots of Pakistan.
Pakistan ISI-backed reconstruction of terror base
The Markaz Subhan Allah complex, also known as the Jamia Subhan Allah complex, is located along Pakistan’s N-5 National Highway in Bahawalpur, southern Punjab. The sprawling facility has long been associated with JeM’s ideological, organisational and training activities and is closely linked to the terror group’s leadership.
The complex was among the nine locations in Pakistan and Pakistan-occupied Jammu and Kashmir(PoJK) that was destroyed by India on May 7, 2025, during Operation Sindoor. India launched the attack in response to the April 22, 2025, Pahalgam terror attack escalated by Pakistan, in which 26 people were killed, purely on religious lines.
The Bahawalpur facility was extensively damaged during the operation, with deep impact craters reported across parts of the complex. JeM chief Masood Azhar subsequently claimed that 10 members of his family and four associates were killed in the strike. However, within a year, the terror complex stands tall in Pakistan.
As per the reports, reconstruction activity began becoming visible in early 2026, with heavy machinery and construction materials, including bricks and steel, being moved to the site. Work progressed rapidly over the following months.

Recent footage and imagery indicate that the main central hall has undergone extensive refurbishment. Damaged sections have reportedly been repaired and filled with concrete, while the walls have been freshly plastered and painted. New marble flooring has also been installed and the facility’s domes have been restored.
The scale and pace of the reconstruction of JeM terror headquarters in Pakistan resonates Islamabad’s unparlleled support to terrorism and how the state nurtures terrorism as an illicit policy tool to seek hegemony and harm India’s sovereignty, territorial integrity and national security.

The reported revival has renewed questions over Pakistan’s handling of UN-sanctioned terrorist organisations. Indian officials have repeatedly accused Islamabad of allowing terror groups targeting India to maintain organisational infrastructure and safe havens on Pakistani soil.
JeM leadership network remains under scrutiny
The reconstruction comes amid reports of changes within JeM’s leadership structure. Post Operation Sindoor, it is said that Masood Azhar has been sidelined from the day-to-day management of the Bahawalpur headquarters because of health concerns. Operational responsibilities have reportedly shifted to his brothers, including Talha Al-Saif and Mohinuddin Aurangzeb, alias Ammar Alvi.
Sources have also claimed that Azhar and his brother Rauf Asghar remain in Pakistan’s Nawabshah district in Sindh and are receiving protection from Pakistani authorities. Azhar, who was arrested in India in 1994, was released in 1999 following the hijacking of Indian Airlines flight IC-814. He has subsequently been linked to several major terror attacks against India, including the 2001 Parliament attack, the 2016 Pathankot attack and the 2019 Pulwama bombing. He was designated a global terrorist by the United Nations in 2019.
The reports of reconstruction of the JeM headquarters in Bahawalpur with ISI support, thus raises questions about Pakistan’s accountability and commitment to eradicate terrorism as per the UN mandate. Islamabad is unapologetically acting as a safe harbour for the UN designated terrorists and terror outfits by swiftly reconstructing their bases. This reflects how Pakistan is superficially preaching peace & commitment to uproot terrorism on global platforms, while silently, but evidently nourishing terrorists in its territory!
