India’s coconut sector is undergoing a significant transformation, evolving from a largely traditional agricultural activity into a diversified farm-to-market industry with growing links to global value chains. With nearly 30 million people dependent on the sector, including around 10 million farmers, coconut cultivation remains an important source of rural livelihoods while increasingly generating opportunities in processing, value addition, exports, handicrafts, skilled services and agribusiness.
The transformation is being driven by a combination of rising international demand, government interventions, technology adoption, improved planting material, productivity enhancement, plantation rejuvenation and efforts to create stronger market linkages for growers and entrepreneurs.
Known for centuries as the “Kalpavriksha”, or Tree of Life, the coconut tree has traditionally supplied food, medicine, fibre, fuel, timber and raw material for numerous household and industrial uses. Its cultivation in India has a history stretching back nearly three millennia, and the crop continues to occupy an important position in the country’s cultural traditions and agricultural economy.
But the modern coconut economy is increasingly about much more than the sale of raw nuts. Coconut oil, virgin coconut oil, coconut milk, coconut water, desiccated coconut, activated carbon, grated coconut, frozen coconut, copra and other processed products are finding markets in India and overseas.
This shift is reflected in India’s export numbers. Coconut product exports rose to Rs 7,038.35 crore, equivalent to USD 794.70 million, in 2025-26, a 62 per cent increase over the Rs 4,349.03 crore recorded in 2024-25. The increase becomes even more striking when compared with 2001-02, when India’s coconut exports were valued at just Rs 25.3 crore.
India leads the world in coconut production
India currently ranks first globally in coconut production and third in terms of cultivation area. The country accounts for 31.24 per cent of global coconut production and 17.90 per cent of the world’s coconut cultivation area.
According to Department of Agriculture and Farmers Welfare statistics, India produced approximately 20,301.22 million coconuts in 2024-25 from about 2.19 million hectares. Average productivity stood at 9,249 nuts per hectare.
The geographical spread of coconut cultivation is extensive. Kerala has the largest area under coconut cultivation, covering approximately 7.54 lakh hectares and producing about 5,149.87 million nuts.
Tamil Nadu leads the country in coconut production, while Andhra Pradesh records the highest productivity, followed by West Bengal and Tamil Nadu.
These figures demonstrate the scale of the domestic coconut economy, but they also point towards an important policy challenge: increasing output cannot depend entirely on expanding acreage. Productivity improvement, better planting material, rejuvenation of ageing gardens, scientific cultivation and integrated farming systems are becoming increasingly important.
From traditional commodity to global value-added industry
One of the clearest signs of change is the expansion and diversification of India’s coconut export basket.
For years, exports were dominated by traditional products such as coconut, coconut oil, desiccated coconut, copra and coconut shell charcoal. The sector is now moving towards products with higher processing and commercial value.
Indian exporters are increasingly catering to global demand for virgin coconut oil, coconut milk, coconut water, activated carbon, fresh and frozen coconut, grated coconut and other processed products.
Activated carbon has consistently represented a significant share of export volumes. At the same time, the market for Indian coconut products has expanded beyond traditional destinations in the Middle East.
Over the past five years, major trading partners have included the United States, the UAE, Sri Lanka, Germany, Russia, Turkey, Belgium, the United Kingdom and the Netherlands.
The growth of exports has been accompanied by a broader institutional effort to improve product quality, strengthen international market access, promote Indian brands and encourage entrepreneurs to move into value-added processing.
The Coconut Development Board, which functions as the Export Promotion Council for coconut products other than those made from husk and fibre, had registered 8,299 coconut product exporters by 2025-26. The number increased to 8,700 by July 31, 2026.
Export turnover from coconut-based products also nearly doubled over the five-year period from 2021-22 to 2025-26, increasing from Rs 3,236.83 crore to Rs 7,038.35 crore.
The growth suggests that coconut is increasingly being treated not merely as an agricultural commodity but as the foundation of a broader processing and export ecosystem.
Coconut farming evolves into a diversified livelihood model
The changing character of the sector is also visible at the farm level.
Coconut cultivation can be particularly suited to integrated farming because farmers can use the spaces between coconut palms for other crops. This allows them to generate income from different crops while the coconut plantation matures.
An example can be found in Bastar Plateau of Chhattisgarh, where farmers traditionally depended on paddy, millets, maize and minor forest produce.
The Coconut Development Board’s Demonstration cum Seed Production Farm at Kondagaon helped introduce farmers to coconut cultivation and demonstrated how the crop could be combined with other agricultural activities.
Farmers were trained to utilise vacant spaces between young coconut palms for intercrops, enabling them to generate additional income before the coconut trees reached full production.
One example is Eshansh Singh Rathore, a 36-year-old MBA graduate from Bakawand block. Coming from a farming family and having worked in the corporate sector, Rathore adopted coconut cultivation after receiving technical guidance from the Coconut Development Board.
He established 2,500 coconut palms, primarily dwarf varieties. Around 500 palms had started yielding.
Instead of relying exclusively on coconut, Rathore developed a multitier cropping system comprising 4,000 pineapple plants, 800 dragon fruit plants, 1,000 mango trees and 600 citrus trees. Banana, guava, papaya, litchi, coffee, strawberry and seasonal vegetables were also cultivated.
The system allows different crops to occupy different layers of the plantation and produce income at different times of the year.
The farm generated approximately Rs 5-6 lakh annually from coconut, while intercrops contributed another Rs 10 lakh.
The Bastar experience illustrates the wider potential of coconut-based integrated farming. Rather than functioning as a single-crop plantation, coconut can become the central component of a diversified rural enterprise.
Coconut Development Board drives sectoral transformation
At the centre of many of these interventions is the Coconut Development Board, established on January 12, 1981, under the Ministry of Agriculture and Farmers Welfare.
Headquartered in Kochi, the Board works towards the integrated development of coconut cultivation and the coconut industry across 22 States and Union Territories.
Its responsibilities extend across the coconut value chain. These include improving the availability of quality planting material, expanding cultivation, raising productivity, addressing pests and diseases, encouraging product diversification, promoting processing and supporting market development.
During 2025-26, Rs 147.21 crore was released for implementing activities under the Board.
The policy approach increasingly combines farm-level support with interventions covering procurement, processing, exports, entrepreneurship, skill development and farmer incomes.
Quality planting material remains a priority
Productivity improvement begins with the quality of planting material.
The Coconut Development Board supports seed production farms, seed gardens and nurseries while promoting nursery accreditation and quality certification.
Under the Demonstration cum Seed Production Farm programme, farms are established in different States to demonstrate scientific cultivation practices and produce quality coconut seedlings.
New DSPFs receive Rs 30 lakh during their first two years. Existing farms can receive assistance of up to Rs 1 lakh per hectare per year from the third year onwards for maintenance until yield stabilisation, which can take 15-20 years.
During 2025-26, 11 DSPFs produced 2.41 lakh quality coconut seedlings.
The Board also supports nucleus coconut seed gardens and small nurseries.
During 2025-26, assistance was provided for establishing 12 new small coconut nurseries, collectively having an annual production capacity of 1.06 lakh seedlings. Six existing nurseries also received maintenance assistance.
Public-sector nurseries received Rs 239.35 lakh during the year, supporting the production of 11.97 lakh quality planting materials. This quantity is sufficient for new coconut planting over an estimated 6,850-7,500 hectares.
Expanding cultivation into new areas
Government policy is also focused on bringing additional suitable areas under coconut cultivation.
Under the area expansion programme, farmers receive financial assistance of Rs 56,000 per hectare for planting coconut seedlings in new areas.
The assistance is provided in two equal annual instalments. Support is available for a maximum of two hectares per beneficiary, with a minimum eligible area of 0.08 hectares, or 20 cents.
During 2024-25, Rs 209.24 lakh was utilised to bring 2,979 hectares under new coconut cultivation, benefiting 13,068 farmers.
The expansion continued in 2025-26, with around 2,175 hectares brought under coconut cultivation across Kerala, Tamil Nadu, Karnataka, Andhra Pradesh, Odisha, West Bengal, Gujarat, Assam and Arunachal Pradesh.
Financial assistance of Rs 632.77 lakh was provided for plantation establishment and maintenance.
The expansion into new areas is significant because it can diversify the geographical base of production while creating additional opportunities for farmers in regions where coconut cultivation has traditionally been limited.
Improving productivity from existing plantations
Increasing acreage alone cannot guarantee sustained growth. A parallel effort is therefore being made to improve output from existing coconut gardens.
The Comprehensive Programme for Sustainable Productivity Improvement in Existing Coconut Holdings promotes integrated farming and coconut-based cropping systems.
One of its key components is Productivity Improvement through Coconut-based Cropping System, or PICCS.
The programme is implemented through State Agriculture and Horticulture departments as well as directly by the Coconut Development Board, largely on a cluster basis.
Farmers receive a subsidy of Rs 42,000 per hectare, covering the full cost, for a maximum of two hectares per beneficiary. The assistance is released in two equal annual instalments.
During 2025-26, PICCS covered 18,800 hectares and benefited 48,696 farmers organised into 266 clusters. The financial outlay was Rs 3,943 lakh.
Another 5,935 hectares were covered through convergence with State Governments in four States and Union Territories, with financial assistance of Rs 1,246 lakh.
Kerala accounted for a substantial share, with more than 8,089 hectares covered and 33,250 farmers benefiting during 2025-26.
For the current year, the scheme is being implemented over 22,430 hectares across major coconut-growing States.
The broader programme also includes water-resource creation through community tanks, farm ponds and reservoirs, organic farming, farm mechanisation, farmer training, demonstrations and post-harvest and processing technologies.
Replanting ageing and diseased coconut gardens
Ageing plantations and disease-affected palms pose a major structural challenge to coconut productivity.
The Replanting and Rejuvenation of Coconut Gardens programme seeks to address this problem by removing old, diseased and unproductive palms, replacing them with quality seedlings and improving the productivity of remaining trees through integrated practices.
Financial assistance of up to Rs 54,000 per hectare is available over two years.
During the past five years, the programme covered 25,517 hectares at a cost of Rs 130.46 crore.
In 2025-26 alone, 1,672 hectares were covered for rejuvenation, including the removal of diseased palms, replanting and rejuvenation of existing plantations.
The objective is to ensure that older coconut gardens do not become a permanent drag on productivity and farmer incomes.
MSP support provides a price safety net
Price realisation remains critical for coconut farmers, particularly when market prices fluctuate.
Copra, the dried kernel of coconut, is among the 22 mandated agricultural crops covered under the Minimum Support Price regime.
For the 2026 season, the Union Cabinet approved an MSP of Rs 12,027 per quintal for milling copra and Rs 12,500 per quintal for ball copra.
The MSP for milling copra increased by Rs 445 per quintal compared with 2025, while the MSP for ball copra rose by Rs 400.
The National Agricultural Cooperative Marketing Federation of India Ltd. and the National Cooperative Consumers’ Federation serve as the Central Nodal Agencies for copra procurement, with State-level agencies also involved.
The higher MSP is intended to provide more remunerative returns to coconut growers and provide an incentive to sustain production as domestic and international demand expands.
Coconut Promotion Scheme targets structural challenges
A major new policy intervention came through the Coconut Promotion Scheme announced in the Union Budget 2026-27.
The scheme is designed to address some of the sector’s long-standing structural challenges, including pest outbreaks, root wilt disease and ageing plantations.
Its interventions include large-scale production of quality coconut seedlings, expansion of cultivation into potential areas, phased replanting and rejuvenation of old and unproductive gardens, holistic crop-health management and integrated coconut processing units.
The scheme forms part of a broader Rs 350 crore allocation for high-value agriculture covering coconut, cashew and cocoa.
The policy objective is to strengthen the sustainability and resilience of the sector while positioning India as a global leader in coconut and coir exports by the 2030s.
For farmers, the larger objective is to ensure that productivity gains and export growth translate into better and more stable incomes.
Processing and value addition become central to growth
The future of the coconut industry increasingly depends on how effectively India can move up the value chain.
The Coconut Development Board’s Technology Demonstration and Quality Testing Lab provides technology demonstration, quality testing, training, incubation and consultancy services to coconut-based enterprises.
The Board also undertakes market intelligence, research and export promotion activities aimed at supporting product development and improving access to domestic and international markets.
Trade promotion has become another important part of the strategy.
Over the past five years, the Board facilitated the participation of 72 entrepreneurs in 20 domestic trade fairs and 224 exporters in international trade fairs.
It also facilitated 392 domestic Buyer-Seller Meets involving 215 entrepreneurs, along with three international Buyer-Seller Meets involving six entrepreneurs.
A Virtual Trade Fair held from April 26-28, 2022 brought together 53 coconut product manufacturers and 347 buyers.
Four business-to-business sessions were organised with major companies and retail groups including Amazon, Flipkart, Lulu India, Lulu Dubai and Nesto Group. These were supplemented by 371 individual B2B meetings.
The Board has also organised international events to promote Indian coconut products and highlight their health and commercial potential.
These included the International Conference on Trade and Marketing of Coconut Products in Hyderabad in February 2023 and the International Coco Health Conference in Coimbatore in August 2025.
India also participated in the World Coconut Congress 2025 in Manila, Philippines.
Quality certification and branding gain importance
As Indian coconut products enter increasingly competitive global markets, quality standards, certification and branding are becoming essential.
The Coconut Development Board provides assistance for quality certification aimed at improving product quality while supporting sustainability, worker health and welfare and environmental protection.
Brand promotion is another area of intervention. The objective is to help entrepreneurs develop recognisable brands around quality coconut products.
Over the past five years, nine units have received assistance for brand promotion.
The Board has also supported skill development in coconut processing units. Between 2021-22 and 2025-26, 240 participants were trained through 24 batches.
Consumer-facing initiatives have also expanded. The Board assisted in establishing 15 coconut kiosks or retail outlets over the past five years to improve product visibility and consumer awareness.
Farmer collectives and primary processing
Another emerging component of the coconut value chain is the strengthening of farmer collectives.
Procurement centres are being promoted to enable farmer groups to aggregate produce, improve bargaining power and reduce dependence on intermediaries.
Two Farmer Producer Organisations have received assistance.
Support is also being provided for primary processing centres for milling copra, ball copra and minimally processed tender coconut.
Such facilities can help farmers and farmer organisations move beyond selling raw produce and capture a greater share of value within the supply chain.
For rural entrepreneurs, these centres can also create opportunities in sorting, grading, processing, packaging, logistics and marketing.
Building a skilled coconut workforce
The sector’s expansion also requires a workforce capable of handling specialised activities such as palm climbing, plant protection, processing, tapping and handicraft production.
The Coconut Development Board has implemented the Friends of Coconut Tree programme for more than a decade.
The programme trains unemployed youth in coconut palm climbing using mechanical climbing devices. Training also covers plant protection, entrepreneurship and communication skills.
During 2024-25, 378 palm climbers were trained across different States.
The Board also conducts Coconut Handicraft Training programmes that teach unemployed youth to create products from different parts of the coconut plant.
The focus has increasingly shifted from isolated skill development to organised rural enterprises.
Initiatives introduced in 2025 include Cocomitra, Kera Kaushal Kendra and the Neera Tapping and Processing Technician Training Programme.
Cocomitra creates organised climbing teams
Cocomitra, or Coconut Climbers Task Force, seeks to organise trained climbers into registered teams of six to 10 members.
The groups receive modern climbing devices, plant protection tools and mobility support, allowing them to provide timely services to coconut farmers.
The model addresses a practical problem in the sector: the shortage of skilled palm climbers.
By creating organised service groups, the programme can simultaneously generate employment and ensure that farmers have access to essential plantation-management services.
Kera Kaushal Kendra promotes coconut handicrafts
The Kera Kaushal Kendra initiative aims to establish a network of coconut handicraft centres across India.
These centres specialise in products made from coconut shell, wood and fibre while organising artisans into production groups.
The proposed groups comprise 15 members and are registered as legal entities.
From 2026-27, each approved Kera Kaushal Kendra is eligible for Rs 2.67 lakh in financial assistance for common facilities, including tools and equipment, furniture, storage, utilities and contingencies, as well as marketing activities.
The initiative seeks to turn coconut waste and by-products into commercial products while supporting rural micro-enterprises and artisan livelihoods.
Scientific Neera tapping creates another value chain
Neera, the unfermented juice tapped from coconut palm inflorescences, represents another area of potential value addition.
The Coconut Development Board conducts seven-day field-based training programmes to train technicians in safe and scientific tapping and processing through Farmer Producer Organisations holding Neera licences.
The objective is to create a trained workforce capable of tapping and processing Neera while maintaining product quality and safety.
During 2025-26, 414 awareness training programmes were conducted covering government schemes, scientific coconut cultivation and coconut value addition.
Creating an integrated coconut economy
The broader policy approach indicates a shift from focusing exclusively on coconut cultivation towards developing an integrated coconut economy.
The objective is to connect every stage of the value chain, beginning with quality planting material and extending through cultivation, crop protection, harvesting, processing, packaging, branding, marketing and exports.
The Technology Mission on Coconut supports technology development and adoption in areas such as pest and disease management, processing and product diversification.
The Kera Suraksha Insurance Scheme provides accident insurance coverage to coconut tree climbers, Neera technicians, hybridisation workers and other coconut labourers.
Such measures recognise that the coconut industry depends not only on farmers but also on a wider workforce engaged in harvesting, processing, transportation, marketing and allied activities.
Linking Indian farms with global markets
India’s coconut economy increasingly illustrates how a traditional crop can become part of modern international value chains.
The shift is visible in the export basket. Products such as virgin coconut oil, coconut milk, coconut water and activated carbon command different markets and often offer higher value than raw coconut.
At the production end, government programmes are attempting to improve the availability of quality seedlings, expand cultivation, increase productivity, rejuvenate ageing plantations and encourage integrated farming.
At the market end, MSP support, procurement infrastructure, farmer collectives, processing centres, trade fairs, buyer-seller meets, quality certification and export promotion are designed to strengthen the connection between producers and consumers.
The Bastar example further demonstrates that coconut cultivation need not be limited to conventional coconut-growing regions or single-crop farming.
With suitable technical support, farmers can incorporate coconut into diversified cropping systems and generate multiple income streams.
India’s coconut sector now stands at the intersection of agricultural tradition and global commercial opportunity.
The coconut tree remains deeply embedded in Indian culture, but its economic importance is increasingly being determined by its role in rural livelihoods, food processing, manufacturing, exports and entrepreneurship.
With nearly 30 million livelihoods linked to the sector, improvements in productivity and plantation health have consequences far beyond individual farms.
The rapid rise in exports also demonstrates the potential for India to strengthen its position in global coconut markets.
However, sustained growth will depend on addressing structural issues such as ageing plantations, pests and diseases, access to quality planting material, mechanisation, processing infrastructure, market volatility and the availability of skilled workers.
The policy response is therefore increasingly comprehensive.
The Coconut Promotion Scheme, higher MSP support, area expansion programmes, productivity improvement initiatives, replanting and rejuvenation measures, quality seedling production, processing support, export promotion and skill-development programmes collectively seek to create a stronger and more resilient sector.
The government’s objective of strengthening coconut and coir exports by the 2030s adds a global dimension to this transformation.
For farmers, the opportunity lies not merely in producing more coconuts but in participating in a larger value chain. For entrepreneurs, the sector offers opportunities in processing, packaging, branding, logistics, handicrafts, services and exports. For consumers, the expansion of value-added products is broadening the range of coconut-based products available in domestic and international markets.
The journey from the traditional “Tree of Life” to a modern export-oriented agricultural industry is therefore already underway.
India’s coconut sector is increasingly demonstrating that a crop rooted deeply in rural traditions can also become a driver of modern agribusiness. With production leadership, an expanding export basket, growing processing capacity and a wide-ranging policy framework, coconut is emerging as an important component of India’s rural economy and its ambitions in global value-added agriculture.
