Twenty three days of protest, no breakthrough: Jharkhand students burn Hemant Soren, Rahul Gandhi effigies

Students protesting irregularities in Jharkhand’s recruitment examinations intensified their agitation in Ranchi on Sunday, August 16, with protesters burning effigies of Chief Minister Hemant Soren, Congress leader Rahul Gandhi and RJD leader Tejashwi Yadav.

The agitation, led by students and job aspirants associated with the JPSC-JSSC Reforms Manch, has now entered its 23rd consecutive day. The protesters accuse the ruling JMM-Congress alliance of failing to take concrete action on their demands concerning recruitment examinations.

The latest demonstration began with a torchlight march from Jaipal Singh Munda Stadium towards Albert Ekka Chowk in Ranchi, where the protesters burnt the effigies and raised slogans against the state government.

The students have also announced plans to gherao Chief Minister Hemant Soren’s residence on August 20 if their demands are not addressed.

According to reports, the protesters have given the government an August 18 deadline to accept their demands before proceeding with the proposed gherao.

Students target JMM-Congress alliance

The protesters have accused the JMM-Congress government of failing to adequately address concerns surrounding the recruitment examination process.

They have also appealed to Congress to reconsider its support for the JMM-led government in Jharkhand, arguing that the ruling alliance should be held accountable for the grievances of students and job aspirants.

The decision to burn effigies of Rahul Gandhi and Tejashwi Yadav indicates that the agitation is increasingly targeting leaders associated with the ruling political alliance rather than being restricted to officials directly responsible for conducting the examinations.

The protest has also become increasingly confrontational following clashes between demonstrators and police during an earlier march towards the state Assembly.

Protester shaves head during demonstration

Sunday’s demonstration also saw a protester shave his head in a symbolic act of mourning for Hemant Soren and Rahul Gandhi.

The protester described himself as the “younger brother” of both leaders and accused them of failing to respond adequately to the students’ concerns.

He also alleged that political leaders were more interested in their own political and family interests than in addressing the problems faced by young people seeking government employment.

Another protester questioned Rahul Gandhi’s approach to student issues, arguing that the Congress leader had been vocal on examination-related concerns in other parts of the country but had not done enough to address the Jharkhand students’ grievances.

However, Rahul Gandhi had earlier criticised the police action during a student march in Jharkhand and called upon the state government to listen to the protesters’ concerns.

What are the students demanding?

The protesters have put forward several demands concerning the recruitment examination system in Jharkhand.

Among their key demands are:

1. Cancellation of examinations allegedly affected by irregularities.
2. A CBI investigation into recruitment examinations.
3. Publication of investigation findings.
4. Action against officials and individuals found responsible for irregularities.
5. Greater transparency in the JPSC and JSSC recruitment process.
6. Revocation of the suspension of finance department section officer Santosh Kumar Mastana, whom protesters describe as a whistleblower.
7. Withdrawal of cases registered against Mastana.

The protesters have maintained that their concerns go beyond individual examinations and relate to the credibility and transparency of the entire government recruitment system.

They have appealed to students and job aspirants from across Jharkhand to reach Ranchi for the proposed August 20 gherao.

Government invites students for fresh talks

Amid the escalation, the Jharkhand government has invited representatives of the protesting students for another round of talks on August 17.

The fresh invitation comes after several rounds of discussions between the government and student representatives failed to resolve the standoff. Reports said the government has been attempting to address some of the students’ demands while the protesters continue to insist on cancellation of examinations and an independent investigation.

The proposed talks are being seen as an attempt to prevent the situation from escalating further ahead of the August 20 gherao.

Hemant Soren announces recruitment reforms

Chief Minister Hemant Soren has sought to reassure students and job aspirants by announcing measures aimed at making government recruitment examinations more transparent and secure.

In his Independence Day address, Soren acknowledged that questions surrounding recruitment examinations had affected the confidence of young job seekers. He said investigations would be impartial and that strict action would be taken against anyone found guilty, irrespective of their position or influence.

The proposed reforms include a fixed annual examination calendar, technology-based security measures, timely publication of answer keys and OMR sheets, and multiple levels of accountability in the examination process.

The state government has also launched a ‘Students’ Voice with Students’ initiative to seek suggestions from students, teachers, educationists and parents on improving the examination system.

Soren has reiterated that employment generation remains one of the government’s key priorities.

Congress to discuss JPSC-JSSC reforms

The Congress has also indicated that it will discuss the recruitment examination issue.

Jharkhand Congress media in-charge Rakesh Sinha said the state unit would hold a meeting on August 18 to discuss reforms in examinations conducted by the Jharkhand Public Service Commission and Jharkhand Staff Selection Commission.

The party has said it will raise students’ concerns and push for greater transparency, impartiality and a time-bound recruitment process.

Protest gains political momentum

The prolonged agitation has increasingly acquired a political dimension.

What began as a student movement focused on alleged irregularities in recruitment examinations has now expanded to include direct criticism of the political leadership of the ruling alliance. The burning of effigies of the Chief Minister, Rahul Gandhi and Tejashwi Yadav marks another escalation in the protest.

The government’s fresh invitation for talks on August 17 could provide an opportunity to break the deadlock. However, protesters have made it clear that they intend to proceed with the August 20 gherao if their demands are not addressed within their stated deadline.

With thousands of young people affected by the recruitment process, the coming days are likely to remain crucial for both the Jharkhand government and the protesting students.
