NIA Chargesheets 11 JMB Terror Operatives in Assam Terror Conspiracy Case

Guwahati: The National Investigation Agency (NIA) has filed a chargesheet against 11 Islamist terrorists in connection with a terror conspiracy run by an offshoot of the banned Bangladeshi terror outfit Jama’atul Mujahideen Bangladesh (JMB). The agency has mentioned in the chargesheet that the accused terrorists were working to spread extremist ideology and expand the terror network across West Bengal and several northeastern states of India, including Assam and Tripura.

The chargesheet has been filed before the NIA Special Court in Guwahati, Assam. The accused have been charged under various provisions of the Bharatiya Nyaya Sanhita (BNS), 2023, and the Unlawful Activities (Prevention) Act, 1967 — commonly known as the UA(P) Act.

Investigations revealed that a senior JMB terrorist Imam Mahmud Habibullah had set up a front organisation called Imam Mahmuder Kafila (IMK) specifically to push the banned outfit’s agenda inside India. IMK, the NIA found, was essentially a JMB operating under a different name on Indian soil.

“IMK is the frontal organisation created to radicalise Muslim youth in Assam and Tripura to use them in terror activities”, said a senior NIA official who wants to be anonymous.

The conspiracy, according to the NIA, was not just about spreading ideas. It was a structured, deliberate operation aimed at radicalising vulnerable young people, promoting allegiance to the JMB leadership, and building a support network that could sustain and grow the outfit’s presence in India over time.

The 11 accused did not operate openly. The NIA chargesheet revealed the anti Indian activities by the terror model secretly across several states of the nation.

The accused terrorists held several secret meetings with religious leaders in mosques and madrasas in Assam, Tripura and West Bengal and circulated extremist literature, and used digital platforms to spread anti-India propaganda. Every step was calculated to bring more people into the fold and push JMB’s extremist worldview deeper into communities across West Bengal and the Northeast.

During the investigation, NIA sleuths uncovered a significant trail of incriminating material — documents, electronic devices, and digital records — that helped build the case against each of the accused.

The key operatives

Among the 11 terrorists were arrested in a series of joint operations by STF Assam police and NIA. Nasimuddin is identified as the person who was heading IMK’s operations in Assam, while Jagir Miah was running the outfit’s activities in Tripura. Both are named in the chargesheet as key figures in the conspiracy. The chargesheeted terrorists are Nasim  Uddin @ Najimuddin @ Tamim (24 yrs), Junab Ali (38 yrs), Afrahim Hussain (24), Mizanur Rehman(46 yrs), Sultan Mehmud (40 yrs), Md.Siddique Ali (46 yrs), Rasidul Aalam (28 yrs), Mahibul Khan (25 yrs), Sharuk Hussain(22 yrs), Md Dilbar Razak (26 yrs) and Jagir Miah(33 yrs) of West Tripura.

The case underlines a growing concern among security agencies — that terror outfits based across the border in Bangladesh are attempting to use India’s northeastern states as fertile ground for radicalisation and recruitment. The region’s porous borders, dense populations, and complex social fabric make it a target for such operations. Investigation in the case, registered as RC-01/2026/NIA/GUW, is still continuing.
