LUCKNOW: To strengthen the rural livelihoods and modernise the livestock sector, the Uttar Pradesh government has signed a Memorandum of Understanding (MoU) with Lucknow-based The Goat Trust to promote advanced breeding technologies in goat farming. The initiative is expected to improve the productivity of goats, enhance the income of small livestock rearers, and create a stronger ecosystem for goat-based livelihoods across the state. The agreement was signed between the Animal Husbandry Department of the Uttar Pradesh government and The Goat Trust during a two-day Small Ruminant Conference held at Indira Gandhi Pratishthan in Lucknow. This partnership is the first time in Uttar Pradesh that the government, a non-governmental organisation, and private-sector stakeholders have come together to strengthen livelihoods based on small livestock.
It clearly shows the Yogi Adityanath government’s growing emphasis on diversifying sources of rural income and extending the benefits of scientific and technology-driven interventions to small and marginal livestock farmers. While dairy development has traditionally received significant attention, the new initiative will unlock the economic potential of goat farming, which is a vital source of livelihood for rural households.
The MoU focuses on promoting artificial insemination and advanced heat synchronisation techniques in goats. These technologies will improve breeding efficiency, increase the quality of livestock, and help farmers achieve better productivity from their herds. Experts believe that scientific breeding can significantly improve reproductive performance, reduce uncertainties related to breeding, and contribute to higher returns for livestock owners.
The agreement provides a framework for both organisations to jointly utilise training facilities, technical resources, educational materials, and specialised training programmes. Through this collaboration, the Yogi government will ensure that modern livestock management practices and the benefits of various welfare schemes reach farmers at the grassroots level.
Speaking on the occasion, Uttar Pradesh Minister for Animal Husbandry and Dairy Development Dharampal Singh said that such partnerships create a strong foundation for collaborative development by bringing together the best capabilities of different organisations. The initiative will help ensure that government schemes and services reach livestock rearers at the last mile and generate tangible benefits for farmers engaged in goat rearing and other small livestock activities.
The event was attended by Minister of State for Animal Husbandry and Dairy Development Krishna Paswan, Additional Chief Secretary Mukesh Kumar Meshram, Director of the Animal Husbandry Department Dr. Mempal Singh, Special Secretary Devendra Pandey, Director of the Central Institute for Research on Goats, Mathura, Dr. Manik Kumar Chaitly, and NABARD Deputy General Manager Siddharth Shankar, among other officials and experts.
Goat farming plays a crucial role in the rural economy, particularly among small and marginal farmers, landless labourers, and women. Unlike large-scale livestock enterprises, goat rearing requires relatively low investment and can be managed with limited resources. It often acts as a financial safety net for rural families as it provides them regular income and helps them cope with economic uncertainties.
Thus, by recognising this potential, the Uttar Pradesh government has increasingly focused on strengthening the livestock sector through infrastructure development, disease control measures, veterinary services, and farmer outreach programmes. The latest partnership with The Goat Trust adds a new dimension by introducing advanced reproductive technologies and capacity-building mechanisms specifically targeted at goat rearers.
