
Uttar Pradesh launches major crackdown on coaching mafia and exam fraud networks
LUCKNOW: In one of the most aggressive anti-examination fraud campaigns seen in the country, the Uttar Pradesh government under Chief Minister Yogi Adityanath has intensified its legal and administrative action against paper leak syndicates, fraudulent coaching centres, solver gangs and organizations that are accused of exploiting students through deceptive practices. Over the past two years, Uttar Pradesh has significantly tightened its legal framework and enforcement mechanisms to ensure that the future of lakhs of students and job aspirants is not compromised by criminal networks operating within the education ecosystem. Instead of treating paper leaks and examination fraud as isolated incidents, the government is targeting what it describes as an organised “education mafia” network that profits from cheating, fake promises and manipulation of recruitment and entrance examinations.
Paper leaks and exam fraud have been a major concern across India for years. Many students spend years preparing for competitive exams, only to see them cancelled because of leaks or cheating. This not only delays recruitment but also affects the morale of honest candidates. To tackle the problem, the Yogi government has adopted a zero-tolerance approach and introduced strict laws and strong enforcement measures against those involved in examination-related crimes.

A major step in this effort was the implementation of the Uttar Pradesh Public Examinations (Prevention of Unfair Means) Act, 2024. The law was introduced to stop paper leaks, organized cheating, impersonation, solver gangs, and other exam-related fraud. Considered one of the toughest anti-cheating laws in the country, it provides strict punishment for offenders, including life imprisonment and fines of up to Rs 1 crore. The offences are classified as cognizable and non-bailable which makes it harder for those involved in exam fraud to escape legal action.
The UP-government’s crackdown is not limited to paper leak operators alone. Authorities have also intensified scrutiny of coaching institutes accused of misleading students through fabricated success stories, false selection claims and deceptive advertisements. According to officials, several coaching centres have come under investigation for promoting unrealistic results and exploiting the aspirations of students seeking government jobs and admissions to professional courses. FIRs are being registered against institutions found violating regulations or engaging in fraudulent practices, signaling a broader effort to clean up the education sector and protect students from misinformation.
Officials say the coaching industry has expanded rapidly in recent years, but some institutes are accused of misleading students through fake success stories, manipulated rankings, and exaggerated results. These practices often lead families to spend large amounts of money based on unrealistic promises. By cracking down on false advertising and fraudulent claims, the state government aims to make the coaching sector more transparent and accountable.
One of the most notable aspects of the ongoing campaign is the Yogi government’s focus on targeting the financial foundations of examination fraud networks. Authorities are not only arresting those involved in paper leaks and cheating cases but are also seizing properties and assets linked to them. Officials say examination fraud has become an organized crime involving middlemen, technology experts, impersonators, and some coaching-related networks. By attaching and confiscating their properties, the government aims to break these networks and remove the financial benefits that encourage such illegal activities.
The government has made it clear that those responsible for paper leaks and examination fraud should bear the financial cost of their actions. When an exam has to be cancelled and conducted again due to malpractice, it creates a significant expense for the administration. Under the state’s policy, this expense can be recovered from those found guilty by seizing and auctioning their assets. This ensures that taxpayers do not have to bear the cost of such crimes and holds offenders accountable for their actions.
Uttar Pradesh has expanded the use of surveillance systems, digital monitoring tools, QR-coded answer sheets, CCTV cameras and centralized control rooms during public examinations. These measures have been introduced to reduce opportunities for malpractice and to detect suspicious activities in real time. The UP government has repeatedly laid emphasis that examination integrity is essential to maintain public confidence in recruitment and admission processes. Stronger security measures have led to fewer cases of cheating and impersonation in major exams across the state.
Along with strict action against cheating and exam fraud, the government is also focusing on helping students access quality education. Under the Mukhyamantri Abhyudaya Yojana, free coaching is provided for competitive exams such as UPSC, UPPSC, SSC, NDA, CDS, JEE, and NEET. The scheme offers both online and offline classes, and helps students from economically weaker families in preparing for exams without paying high coaching fees.
