How Suvendu Adhikari-led BJP government is recasting Bengal’s bureaucratic culture – From ‘Tumi’ to ‘Aapni’

West Bengal Chief Minister Suvendu Adhikari is set to host a dinner for state and central officials in Kolkata amid growing discussions over a changing administrative culture in Bengal. The event is being viewed not merely as a courtesy meeting, but as a symbolic break from the confrontational bureaucratic style associated with former chief minister Mamata Banerjee

A high-profile dinner hosted by West Bengal Chief Minister Suvendu Adhikari for senior state and central government officials on Monday evening has triggered intense political and bureaucratic discussion across the state.

The dinner, scheduled at Soujanya auditorium in Alipore, is being interpreted by many within Bengal’s administrative circles as more than a routine interaction. Observers believe it reflects an attempt by the new BJP-led government to reshape the relationship between the political leadership and the bureaucracy after years of confrontation-heavy governance.

According to officials familiar with internal discussions, the outreach is intended to assure bureaucrats that the administration under Adhikari would function with greater institutional decorum, coordination and less public confrontation.

‘Tumi’ vs ‘Aapni’: Language becomes political signal

One of the most discussed aspects of the emerging administrative style under Suvendu Adhikari is his choice of language while addressing officers.

Sources in Nabanna told News18 Bangla that Adhikari has advised officials against publicly addressing bureaucrats casually during formal meetings and has stressed maintaining administrative dignity and protocol.

The contrast has drawn attention because former chief minister Mamata Banerjee was known for frequently using the informal Bengali word “tumi” while speaking to officers during televised administrative review meetings.

Adhikari, on the other hand, has reportedly preferred the more formal and respectful Bengali term “aapni” while interacting with senior officials. Though both words translate to “you”, the difference in tone carries significant cultural and administrative meaning in Bengal.

Political observers say the shift is being interpreted as part of a broader effort to project a less intimidating and more institutional style of governance.

Mamata’s public review meetings often turned confrontational

During her tenure, Mamata Banerjee cultivated the image of a hands-on “Iron Lady” leader who directly questioned officials over corruption allegations, administrative delays and governance failures.

Many of her review meetings were broadcast live on television and often featured district magistrates, police officers and senior bureaucrats being sharply reprimanded in public.

One of the most cited examples came during an administrative meeting in Purulia in 2022, when Banerjee publicly questioned District Magistrate Rahul Majumder over alleged irregularities in brick kiln revenue collection and corruption complaints.

“How are you running the district?” she had asked during the meeting while directing that the matter be investigated.

Similar scenes had unfolded repeatedly during her government. In 2017, she publicly rebuked the inspector-in-charge of Titagarh police station during a review meeting over alleged inaction against encroachment near a shipbuilding unit in North 24 Parganas.

Supporters of Banerjee viewed such interventions as strong accountability measures, while critics argued that repeated public rebukes created fear and insecurity within the administrative system.

Suvendu government promises ‘Fear-free’ administration

Officials quoted by media reports claimed that Suvendu Adhikari is attempting to reassure bureaucrats that they would be allowed to function “without fear”.

Sources also said the chief minister has emphasised smoother coordination between state and central departments, especially after the BJP government announced the implementation of central welfare schemes in Bengal.

The dinner gathering is therefore being seen as a symbolic political and administrative gesture aimed at signalling the beginning of a new bureaucratic culture in West Bengal, one that the BJP government claims would focus on professionalism, institutional respect and administrative coordination rather than public confrontation.

The evolving contrast between the styles of Suvendu Adhikari and Mamata Banerjee is now increasingly becoming a subject of debate within Bengal’s political landscape.
