The National Investigation Agency is preparing to file a detailed chargesheet in the 2025 Red Fort blast case, alleging that the attack was part of a much larger terror conspiracy involving educated professionals, Pakistan-linked terror groups, encrypted WhatsApp and Telegram networks, improvised explosive devices (IEDs) and even plans for Hamas-style drone attacks across North India.
According to investigators quoted in a report by News 18, the terror module allegedly consisted of doctors, assistant professors, technical experts and overground workers from Jammu and Kashmir who were radicalised online and operated through secret digital communication channels while preparing for coordinated strikes in Delhi, Uttar Pradesh and Jammu & Kashmir.
At the centre of the investigation is Umar Un Nabi, a doctor and assistant professor from Kashmir, who investigators say carried out the suicide attack near Red Fort on November 10, 2025.
However, according to the NIA, Umar was not merely the suicide bomber. Investigators claim he acted as the chief organiser of the entire network, handling recruitment, radicalisation, planning and operational coordination.

Officials alleged that Umar used WhatsApp groups, Telegram channels and encrypted communication platforms to spread extremist ideology among educated youth and professionals. Investigators are also expected to mention self-recorded videos allegedly created by Umar promoting violent jihad and glorifying martyrdom.
The chargesheet is likely to name preacher Mufti Irfan Ahmad Wagay as one of the ideological influencers linked to the radicalisation process.
Hamas-style drone and rocket attack plans under probe
One of the most alarming findings of the investigation, according to officials, is the alleged plan for Hamas-style drone and rocket attacks.
Investigators claim the group was exploring ways to use modified drones and improvised aerial systems for future attacks in crowded urban areas and strategic locations.
According to the probe, accused Jasir Bilal Wani alias Danish allegedly helped modify drones, batteries and technical equipment that could potentially be used in terror operations.
Officials said the conspiracy extended beyond Delhi and included plans for multiple “high-impact” attacks across North India.

The NIA alleged that the module procured ammonium nitrate and other explosive chemicals in small quantities from different locations to avoid suspicion.
Investigators claimed these materials were stored in rented premises in Faridabad, where the accused allegedly assembled improvised explosive devices.
The Hyundai i20 car used in the Red Fort blast was allegedly procured through co-accused Amir Rashid Ali.
According to officials, the module raised nearly ₹26 lakh internally to finance terror activities, including explosives procurement, logistics, transport and communication infrastructure.
Investigators further alleged that the accused conducted explosive and weapons testing at different locations while using duplicate SIM cards, encrypted apps and covert methods to avoid surveillance.
Doctors and educated professionals among accused
The investigation has shocked security agencies because many accused belonged to educated and professional backgrounds.
Among those named in the probe are Dr Muzammil Shakeel Ganai, Dr Adeel Ahmad Rather and Dr Shaheen Saeed, who investigators say handled logistics, procurement, financing and operational coordination for the module.
The NIA also alleged that several overground workers and sympathisers played key roles in hiding operatives and destroying evidence after the blast.
Bilal Naseer Malla allegedly sheltered Umar and assisted in erasing evidence after the attack, while Mohammad Soyab from Faridabad allegedly provided shelter and logistical support.

Investigators also accused Yasir Ahmad Dar of participating in conspiracy meetings linked to the planned attacks.
The agency believes the case signals a major shift in terror recruitment patterns in India, where educated, self-funded and digitally connected modules allegedly use technology, professional expertise and encrypted communication systems instead of traditional underground terror structures.
In February this year, the NIA arrested alleged overground workers Zameer Ahmad Ahangar from Ganderbal and Tufail Ahmad Bhat in connection with the conspiracy.
The upcoming chargesheet is expected to invoke multiple sections of the Unlawful Activities (Prevention) Act, including terror conspiracy, terror financing and terrorist acts, along with provisions of the Explosive Substances Act.
