NIA to probe fire at Rajasthan's Barmer Refinery

JAIPUR: The National Investigation Agency (NIA) has now swung into action to determine whether the fire that broke out at the HPCL Rajasthan Refinery Limited (HRRL) in Barmer, Rajasthan, was merely an industrial accident or a deliberate conspiracy. This incident has evolved into a sensitive matter with direct implications for national security and the country’s energy infrastructure. Occurring just prior to the Prime Minister’s scheduled visit, the investigation into this incident is now in the hands of the NIA, which has initiated a rigorous probe covering every possible angle, ranging from technical glitches to potential acts of sabotage.

Notably, on April 20, a sudden fire erupted within the heat exchanger circuit of the Crude Distillation Unit (CDU) at this state-of-the-art refinery located in Pachpadra. Immediately following the incident, the Central Government took the matter with utmost seriousness and deployed several central agencies, including the NIA- to conduct an investigation. An NIA team arriving from Jaipur conducted a meticulous inspection of the incident site and has adopted a multi-dimensional approach to the investigation. Furthermore, the Prime Minister’s scheduled visit was postponed as a direct consequence of this incident. Security agencies are currently unwilling to take any risks until the NIA completes its investigation. This decision underscores the gravity with which the Central Government is treating this matter.

NIA’s Multi-Layered Probe: Focusing on Every Angle

The NIA team comprises intelligence officers, forensic experts, and cyber specialists who are actively collecting physical evidence from the incident site while simultaneously analyzing technical data. The primary focus of the investigation centers on three key dimensions: technical malfunctions, human error and potential cyber interference. Based on the information currently available, preliminary inquiries suggest the possibility of a hydrocarbon leak within the heat exchanger circuit; however, the NIA is thoroughly scrutinizing every facet of the incident before arriving at a definitive conclusion. In particular, the investigation is examining why no warning signals were received prior to the outbreak of the fire and why there was a delay in the activation of the alarm system.

Due to an unfortunate fire incident today in the vicinity of the Crude Distillation Unit at the HRRL refinery, the scheduled dedication of the refinery by the Hon’ble Prime Minister on 21.04.2026 has been postponed.

Forensic Examination of the SCADA System

The refinery’s Supervisory Control and Data Acquisition (SCADA) system has been placed at the center of the investigation. This digital system controls the entire plant’s operations. The NIA’s cyber team is examining command logs, network traffic and data patterns to ascertain whether there was any external cyber intrusion or tampering with the system. Furthermore, investigators are examining whether any system parameters were deliberately altered or if any suspicious activity was recorded prior to the incident. This aspect is particularly significant given the recent global surge in cyberattacks targeting energy installations.

Review of Security Protocols and the Role of the CISF

The security of the refinery is entrusted to the Central Industrial Security Force (CISF) under a three-tier security framework. The NIA is investigating whether there were any lapses in compliance regarding security protocols, such as access control, vehicle inspections, and the use of safety equipment like spark arresters. In particular, the functionality of the spark arrester system, which is mandatory for preventing sparks emitted by vehicles; is being thoroughly scrutinized. Should any failure be detected within this system, it could emerge as a critical focal point of the investigation.

Reconstruction of the Incident: A Minute-by-Minute Analysis

The NIA team is reconstructing the entire sequence of events leading up to and following the outbreak of the fire. Based on CCTV footage, employee statements, and technical data, investigators are attempting to establish the precise chronological order in which the incident unfolded. Approximately 200 employees were present on the premises at the time of the incident; all were safely evacuated. Thanks to the swift response of the fire brigade and emergency teams, the blaze was successfully contained within a limited area, thereby averting a major catastrophe.

A Matter of Energy Security and National Importance

Developed at a cost of approximately Rs 80,000 crore, this refinery stands as a critical project for the nation’s energy security. Its annual processing capacity of 9 million tonnes, coupled with its petrochemical production capabilities, renders it strategically vital. Consequently, an incident of this nature constitutes a matter of grave concern, not only from the perspective of industrial safety but also from that of national security. The NIA is advancing its investigation while keeping this specific aspect in mind.

Examining Global Patterns

The NIA and other agencies are also analyzing fire incidents that have occurred at refineries in various parts of the world in recent months. Amidst the ongoing conflict in West Asia, the escalating tensions surrounding energy resources have rendered this investigation even more sensitive. Although no concrete evidence of a conspiracy has surfaced thus far, investigative agencies are not ruling out any possibility.

Currently, the investigation into the Barmer refinery fire- led by the NIA is reaching a decisive phase. In the coming days, it will become clear whether this incident was the result of a technical lapse or if a deeper conspiracy lies behind it.

From the perspective of national energy security and the protection of critical infrastructure, this investigation is considered to be of paramount importance, with the eyes of the entire nation fixed upon it. In this regard, an authorized statement has been issued by HPCL, stating that preliminary investigations indicate the fire was caused by a hydrocarbon leak through one of the valves or flanges within the heat exchanger circuit.
