The Ministry of External Affairs (MEA) on Thursday announced that Vikram Doraiswami, currently serving as India’s High Commissioner to the United Kingdom, will take over as the new Ambassador to China. He will succeed Pradeep Kumar Rawat, the present Indian envoy in Beijing.
According to the MEA, Doraiswami is expected to assume his new responsibilities shortly. A 1992-batch Indian Foreign Service (IFS) officer, he brings with him decades of diplomatic experience across key global postings.
Doraiswami’s appointment holds particular significance as it comes during ongoing efforts by both nations to rebuild strained ties. Relations between India and China had sharply deteriorated following the 2020 military standoff in eastern Ladakh, especially the clashes in the Galwan Valley.
The standoff marked one of the lowest points in bilateral relations in decades. However, in recent months, both sides have intensified diplomatic and military-level engagements to stabilise ties.
A key breakthrough came in October 2024 when Prime Minister Narendra Modi met Chinese President Xi Jinping in Kazan, Russia, signalling a possible thaw in relations and paving the way for disengagement at friction points.
Who Is Vikram Doraiswami?
Vikram Doraiswami is regarded as one of India’s most experienced diplomats, with extensive exposure to East Asia and global diplomacy.
An alumnus of University of Delhi, where he pursued a Master’s degree in History, Doraiswami briefly worked as a journalist before joining the Indian Foreign Service in 1992.
After completing his initial training in New Delhi, Doraiswami was posted to Hong Kong in 1994 as Third Secretary. During this period, he pursued advanced studies in the Chinese language at the New Asia Yale-in-Asia Language School.
His early exposure to China came with his posting to Beijing in 1996, where he served for four years, gaining first-hand experience of the country’s political and diplomatic landscape.
Returning to India in 2000, Doraiswami served as Deputy Chief of Protocol and later joined the Prime Minister’s Office in 2002, where he worked closely with the top leadership as Private Secretary to the Prime Minister.
Over the years, he has held several significant international assignments, including postings at the Indian Permanent Mission to the United Nations in New York and the Consulate General in Johannesburg.
In 2011, he returned to the MEA headquarters and headed the SAARC division, followed by his role as Joint Secretary in the Americas Division between 2012 and 2014.
Doraiswami’s ambassadorial career includes key postings in strategically important regions. He served as India’s Ambassador to Uzbekistan in 2014 and was later appointed envoy to the Republic of Korea in 2015.
He returned to New Delhi in 2018 to head the Bangladesh and Myanmar division and later served as Additional Secretary handling International Organisations and Summits.
Before his assignment in the United Kingdom, Doraiswami served as High Commissioner to Bangladesh from October 2020 to September 2022, playing a key role in strengthening bilateral ties.
He assumed charge as India’s High Commissioner to the UK in September 2022.
Strategic significance of the move
Doraiswami’s deep understanding of China, coupled with his extensive diplomatic experience, is expected to play a crucial role in navigating the complex India-China relationship at a sensitive juncture.
His appointment signals New Delhi’s intent to engage Beijing with a seasoned and China-experienced diplomat as both nations cautiously move towards rebuilding trust and restoring stability in bilateral ties.
