When US President Donald Trump stood before Congress on February 24 for his State of the Union address, the chamber was packed with power. Lawmakers, Supreme Court justices, military chiefs and most of the Cabinet filled the Capitol in a rare gathering of the American state’s top leadership under one roof.

But one senior official was missing. And needless to add, that absence was deliberate.

Secretary of Veterans Affairs Doug Collins was not at the Capitol. Instead, he was serving in a little-known but constitutionally significant role: the designated survivor.

For viewers, it may seem like a plot device borrowed from the political thriller Designated Survivor. In reality, it is a Cold War-era precaution that continues to shape American governance.

What Is a Designated Survivor?

The designated survivor is a Cabinet member chosen to remain at a secure, undisclosed location during major events such as the US State of the Union address. The idea is simple but stark. If a catastrophic event were to wipe out the US President, Vice President and others in the line of succession gathered at one venue, someone constitutionally eligible would survive to assume the American Union’s presidency.

The practice became formalised in 1981 when the US Education Secretary Terrel Bell was named during the presidency of Ronald Reagan. However, historians note that the logic of dispersing leadership dates back to the early Cold War, when fears of nuclear attack dominated US security thinking.

The legal foundation rests on the Presidential Succession Act, which lays out the order in which officials assume the presidency after the Vice President. Cabinet Secretaries fall into that chain, provided they meet constitutional requirements.

Who Was Trump’s Designated Survivor in 2025?

During the first address of his second term in 2025, US President Donald Trump selected Doug Collins as the designated survivor. Collins once again drew attention this week when he was not spotted at the Capitol during the 2026 address.

Trump has previously rotated the responsibility among Cabinet officials. In 2017, Veterans Affairs Secretary David Shulkin was selected. In 2018, Agriculture Secretary Sonny Perdue served in the role. In 2019, Energy Secretary Rick Perry was chosen, followed by Interior Secretary David Bernhardt in 2020.

Historically, certain departments appear more often in the rotation. According to data from The American Presidency Project, the Secretary of the Interior has most frequently served as designated survivor, followed closely by the Secretary of Agriculture.

Multiple reliable sources, including reports from NBC News, Politico, USA Today, NewsNation, CNN, and others, confirm that Collins was selected for this role. He was absent from the Capitol during the speech and was kept in a secure, undisclosed location as a continuity-of-government measure, just in case a catastrophe affected the president, vice president, and others in the line of succession gathered at the event.

The opposition party, i.e. the Democrats also selected their own designated survivor separately, Rep. Mike Thompson (D-CA), chosen by House Minority Leader Hakeem Jeffries. This is a common practice where each side designates one to preserve their leadership continuity, but the primary “designated survivor” question typically refers to the one chosen by the president/administration from the Cabinet.

How Is the Designated Survivor Chosen?

There is no publicly codified rulebook for the selection.

Former Obama speechwriter Jon Favreau has previously noted that political and thematic considerations sometimes play a part. Administrations may avoid selecting a Cabinet member whose department features prominently in the speech. At other times, logistics, seniority or security assessments may influence the choice.

The selection is coordinated quietly between the White House and security agencies. Once chosen, the designated survivor is taken to a secure, undisclosed location and remains under heavy protection until the event concludes safely.

It is a role that comes with enormous theoretical responsibility but, thankfully, has never been tested by catastrophe.

Who Is Doug Collins?

Doug Collins was sworn in as the 12th US Secretary of Veterans Affairs on February 5, 2025, following his nomination by Trump.

A native of Gainesville, Georgia, Collins comes from a background steeped in public service. His father was a Georgia State Trooper and his mother worked as a caregiver for senior citizens. Collins earned degrees in political science and criminal justice from the University of North Georgia, followed by a master’s degree in divinity from New Orleans Baptist Theological Seminary.

Before rising to national office, he pastored Chicopee Baptist Church for eleven years and later established a legal practice after graduating from Atlanta’s John Marshall Law School.

His military credentials are central to his public persona. Collins has served as a US Air Force Reserve chaplain since 2002 and deployed to Iraq between 2008 and 2009 at Balad Air Base. He holds the rank of colonel in the Air Force Reserve and previously served in the US Navy Reserve.

Politically, he represented Georgia’s Ninth Congressional District in the US House of Representatives from 2013 to 2021.

As Veterans Affairs Secretary, Collins has emphasised what he calls a “veteran-first” approach, focusing on reducing disability claims backlogs, tackling staff shortages and strengthening mental health services. According to official statements, his priorities include combating veteran suicide and improving access to care.

Why the Role Still Captures Attention

The concept of a designated survivor continues to fascinate the public because it blends constitutional procedure with dramatic what-if scenarios.

The television series Designated Survivor, starring Kiefer Sutherland, amplified that intrigue by imagining a catastrophic attack during a State of the Union address. While fictional, it brought renewed attention to a very real security protocol.

In an era marked by heightened security concerns and political polarisation, the sight of an empty Cabinet chair carries symbolic weight. It is a quiet reminder that even in moments of political theatre and applause lines, continuity of government remains paramount.

For Indian observers watching Washington’s power rituals unfold, the designated survivor may seem like an arcane American custom. Yet it reflects a broader principle familiar to all democracies: institutions must endure beyond individuals.

As US President Donald Trump spoke of America’s strength and future direction, one member of his Cabinet remained out of sight, waiting in reserve. The drama of democracy played out under the Capitol dome. Insurance against its worst nightmare waited elsewhere.

Notably, the SOTU took place on February 24, 2026, and President Trump’s speech was notably the longest such address on record. Bill Clinton’s 2000 State of the Union (1 hour 28 minutes and 49 seconds), which had held the record for the longest spoken SOTU for over two decades.
