Uttar Pradesh must become global leader in data centres and start-ups: CM Yogi Adityanath

CM Yogi Adityanath stressed that Uttar Pradesh should emerge as a global hub for data centres, start-ups, semiconductors, and electronics manufacturing, with a strong focus on investor-friendly reforms and greater youth involvement in the digital economy. He reviewed the impressive growth in exports and investments, and instructed officials to enhance start-up funding, create new land banks, and expedite approvals to further strengthen Uttar Pradesh’s IT ecosystem

LUCKNOW: Reaffirming his vision to position Uttar Pradesh as a global technology powerhouse, Chief Minister Yogi Adityanath on Saturday emphasized that the state must emerge as a world leader in data centres, start-ups, semiconductors, and electronics manufacturing. While chairing a high-level review meeting of the IT and Electronics Department, CM Yogi appreciated the state’s progress in these sectors. He also urged the officials to accelerate efforts by ensuring a simpler, transparent, and time-bound approval system for investors.

“Uttar Pradesh has made consistent progress in start-ups, semiconductors, data centres, and electronics manufacturing, and now needs to position itself as a frontrunner in global competition,” said CM Yogi Adityanath. He mentioned that one semiconductor project has already received approval and instructed officials to maintain close coordination with the Government of India for two additional proposals under review.

To ensure smooth expansion of the sector, Yogi Adityanath instructed officials to create new land banks in Noida, Greater Noida, and YEIDA (Yamuna Expressway Industrial Development Authority) areas. These regions have already evolved as investment hotspots and are expected to attract major projects in the IT and electronics industries.

Highlighting the importance of youth engagement, the Chief Minister said integrating young talent into a technology-driven economy remains one of the government’s key priorities. “The department must make consistent efforts to enhance youth participation in the IT and ITES sectors,” he said.

He stressed that the state’s start-up ecosystem is expanding rapidly, and this growth must be supported through a strong foundation in training, testing, incubation, and market linkages. The CM instructed officials to ensure that eligible investors receive incentives without delay, with clear accountability and time-bound processing mechanisms.

“There is a need to introduce innovative training models and strengthen collaboration with educational institutions and industry organizations to nurture the next generation of entrepreneurs and technology experts,” he added.

During the review, officials informed the Chief Minister that Uttar Pradesh has registered remarkable growth in electronics and IT exports in recent years. Electronics exports surged from Rs 3,862 crore in 2017-18 to Rs 44,744 crore in 2024-25, while IT exports increased from Rs 55,711 crore to Rs 82,055 crore over the same period.

Officials highlighted that under the Electronics Manufacturing Policy 2020, the state received 67 investment proposals worth Rs 15,477 crore, expected to create 1,48,710 employment opportunities. So far, incentives worth Rs 430 crore have been approved, and 25 more projects are likely to be cleared by March 2026.

Under the Data Center Policy, several leading companies have proposed major investments, further positioning Uttar Pradesh as a digital infrastructure hub. The Hiranandani Group, NTT Global, Web Werks, Adani Enterprises, and ST Telemedia have together proposed investments exceeding Rs 21,342 crore, with the potential to generate around 10,000 new jobs.

These projects are expected to strengthen data storage, cloud computing, and IT service networks across India, supporting the government’s broader goal of transforming the state into a national data centre hub.

The review also reflected the growing success of the Uttar Pradesh Startup Policy, which has been instrumental in nurturing new-age entrepreneurship. Officials informed the CM that Rs 274 lakh was released for start-up promotion in 2021-22, which surged to Rs 2,600 lakh by January 2025 a clear sign of expanding activity and investor confidence.

Chief Minister Yogi directed officials to ensure stronger monitoring and efficient utilisation of the Startup Fund, stressing that every rupee must translate into tangible support for entrepreneurs and innovators.

Reiterating his commitment to making Uttar Pradesh a leader in digital transformation, CM Yogi said the government will continue to expand its investor-friendly ecosystem, ensuring ease of doing business and world-class infrastructure. “Uttar Pradesh has the talent, technology, and determination to lead the world in IT and electronics. Our goal is not only to attract investment but to build a digital economy that creates jobs, empowers youth, and contributes to India’s global leadership,” he said in his concluding remarks.
