A doctor was booked on May 28 for allegedly performing an unauthorised circumcision on a nine-year-old boy who had been admitted for ulcer treatment. According to Ice House police, the case has been registered under the Bharatiya Nyaya Sanhita.
The incident occurred on May 24, when the boy’s parents, residents of Mylapore, brought him to The Crescent Hospital on Dr Besant Road. To their shock, they were informed that Dr Mohammad Owaisi had performed a circumcision without their consent. The child was later shifted to Omandurar Government Multi-Speciality Hospital, following which the parents lodged a police complaint.
Subsequently, relatives of the affected boy staged a protest outside the hospital, demanding action against the hospital authorities and the doctor. Police rushed to the spot and pacified the protestors. Later, officials booked the doctor, identified as Mohammed Owaisi (24), under Sections 125(2) (act endangering life and personal safety of others) and 351(3) of the Bharatiya Nyaya Sanhita.
A senior police officer stated that the case pertains to “improper medical treatment without informed consent.” Investigators are now working to determine whether the incident was caused by negligence, miscommunication, or intentional misconduct.
Meanwhile, the Directorate of Medical Services issued a show cause notice to the doctor on May 28, demanding an explanation within three days. The notice also questioned why action should not be initiated against the hospital for several violations, including the absence of qualified nurses and lab technicians.
“The hospital’s operation theatre was not sterile, and no proper protocols were followed to maintain sterility,” said Dr J Rajamoorthy. Officials further revealed that while the hospital had applied for a licence under the Clinical Establishments (Registration and Regulation) Act, it has not yet been granted one. Officials from the Health and Family Welfare Department also visited the hospital premises and conducted a detailed inspection.
