Imphal: A five-member delegation of Supreme Court judges, led by Justice BR Gavai, arrived in Imphal on March 22 to assess the ongoing situation and oversee relief efforts in violence-affected Manipur. The delegation, which includes Justices Surya Kant, Vikram Nath, MM Sundresh, KV Viswanathan, and N Kotishwar, aims to address the humanitarian and legal challenges faced by the state’s displaced population.
Upon their arrival, one of the judges expressed optimism, stating, “We have just come and are looking forward to the visit. We are very happy to be here.”
Key initiatives during the visit
Justice Gavai, who also serves as the Executive Chairman of the National Legal Services Authority (NALSA), will virtually inaugurate legal and medical camps across all districts of Manipur. The delegation will also launch new legal aid clinics in Imphal East, Imphal West, and Ukhrul districts. These initiatives aim to provide critical support to Internally Displaced Persons (IDPs), including access to healthcare, pensions, and identity document reconstruction.
Essential relief materials will be distributed to IDPs, and legal services camps will connect them with government welfare programs. These efforts are part of a broader strategy to address the immediate needs of those affected by the violence while ensuring long-term rehabilitation and legal assistance.
Background of the crisis
The visit comes amid ongoing tensions between the Hindu Meitei and Christian Kuki communities, which erupted into violence on May 3, 2023. The unrest has led to widespread displacement, with thousands forced to flee their homes. The central government deployed paramilitary forces to restore order, but the situation remains fragile.
The Supreme Court had previously observed a breakdown of constitutional machinery in Manipur in August 2023, raising questions about the state’s governance and the effectiveness of measures to restore peace.
