The Yogi Adityanath-led Uttar Pradesh government, under the visionary leadership of Prime Minister Narendra Modi, has undertaken an ambitious mission to expand medical services across the state. With a strong commitment to strengthening healthcare infrastructure, the government has introduced significant reforms in medical education, primary healthcare, and overall medical accessibility. The recently announced UP budget 2025-26 reflects these priorities, ensuring quality healthcare for millions of citizens in Uttar Pradesh.
One of the most remarkable initiatives in this budget is the expansion of medical education. The central government has announced an addition of 10,000 UG and PG medical seats nationwide in the upcoming fiscal year. Out of these, Uttar Pradesh will receive 1,500 seats, marking a historic step in medical education expansion. To facilitate this, the budget has allocated a significant amount of approximately Rs 2,066 crores, ensuring that aspiring medical students in Uttar Pradesh get better opportunities to serve the nation.

This initiative not only addresses the growing demand for doctors but also enhances the quality of healthcare delivery. By producing more medical professionals, the government aims to bridge the doctor-patient gap, particularly in rural and semi-urban areas. The increase in medical seats will allow students from Uttar Pradesh to pursue medical education within the state rather than seeking opportunities elsewhere.
Recognising the need for enhanced healthcare facilities in remote areas, the government has proposed the establishment of autonomous state medical colleges in Ballia and Balrampur districts. These two districts, often overlooked in terms of healthcare development, will now witness significant progress. To ensure the successful establishment of these colleges, the government has allocated Rs 27 crore for Ballia and Rs 25 crore for Balrampur. This move aligns with the broader vision of decentralising healthcare services and ensuring that citizens in all parts of Uttar Pradesh have access to quality medical care.
Apart from medical education, the government has been actively working towards reinforcing primary healthcare centres. In a landmark decision, the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana has provided Ayushman cards to 5.13 crore people in Uttar Pradesh. This achievement makes the state the leading region in the country in terms of Ayushman card distribution.
Furthermore, primary health units are being upgraded into ‘Ayushman Arogya Mandirs’ to provide comprehensive health services at the grassroots level. As of now, 22,681 Ayushman Arogya Mandirs have been established, ensuring that even the most underprivileged citizens have access to essential healthcare services.
This initiative reduces the burden on tertiary healthcare facilities and makes preventive and primary healthcare more accessible. With these centres, common ailments can be treated at the local level, and serious cases can be efficiently referred to higher medical institutions, ensuring a streamlined healthcare system.
A Visionary Approach to Healthcare
The government’s approach to healthcare in Uttar Pradesh is holistic and focuses on three major aspects:
Expanding Medical Education – Increasing the number of doctors by enhancing UG/PG medical seats.
Infrastructure Development – Establishing medical colleges in previously underserved districts like Ballia and Balrampur.
Strengthening Primary Healthcare – Upgrading primary health centres into Ayushman Arogya Mandirs and making healthcare accessible through Ayushman Bharat.
These efforts align with the broader objective of ‘Sabka Saath, Sabka Vikas, Sabka Vishwas’, ensuring that no citizen is deprived of quality healthcare.
The expansion of medical services in Uttar Pradesh is expected to have a dual impact – improving healthcare accessibility and generating employment opportunities. The establishment of new medical colleges will not only produce more doctors but also create jobs for teaching and non-teaching staff, nursing personnel, paramedics, and administrative workers. Moreover, the increased number of medical students will contribute to research and development in the field of medicine, further enhancing the quality of healthcare in the state.
The UP budget 2025-26 presented by the Uttar Pradesh government under the leadership of CM Yogi Adityanath is a milestone in the state’s healthcare development. By increasing UG/PG medical seats, establishing new medical colleges, and strengthening primary healthcare facilities, the government has set a strong foundation for a robust healthcare system. These initiatives will not only improve the health standards of the population but also propel Uttar Pradesh towards becoming a leading state in medical education and healthcare services.
With such transformative policies, Uttar Pradesh is moving towards an era where quality healthcare is no longer a privilege but a right for every citizen. The Modi government’s vision of ‘Healthy India, Strong India’ is becoming a reality, and Uttar Pradesh is setting an example for the rest of the nation.
